Today's big decision from Mayor and City Council was a HUGE and controversial contract for Water Department Customer Service and software at a premium price of $12 MILLION bucks.
Most of the legislative session was dedicated to Mayor Sly and Council justifying the tragic expense . . .
Mayor Sly made a really clumsy analogy about car repair but the stakes are a bit bigger in this instance.

Meanwhile, let's not forget that most of this cash will go directly to the consultants and as Mayor Sly's "reform and repair" initiative shows little sign of doing much but awarding a great deal of cash.

2002-2004: formative years[edit source]
In April 2002 four former Arthur Andersen consultants founded West Monroe Partners at Miller’s Pub in Chicago.[2] That group — which included Dean Fischer (currently CEO) and Kevin McCarty (currently president)—established West Monroe Partners LLC, with the name deriving from Arthur Andersen's address on West Monroe Street in Chicago.[3] Dean Fischer became the company’s first president and CEO.[4]
The firm began serving its first client, Equity Marketing Services, in June 2002, and went on to deliver business and technology consulting services to a variety of mostly Midwestern clients from its Chicago office.[5] In mid-2004, West Monroe Partners hired its 50th employee and launched its first website.
Arthur Andersen LLP, based in Chicago, is a holding company and formerly one of the "Big Five" accounting firms among PricewaterhouseCoopers, Deloitte Touche Tohmatsu, Ernst & Young and KPMG, providing auditing, tax, and consulting services to large corporations. In 2002, the firm voluntarily surrendered its licenses to practice as Certified Public Accountants in the United States after being found guilty of criminal charges relating to the firm's handling of the auditing of Enron, an energy corporation based in Texas, which had filed for bankruptcy in 2001 and later failed. The other national accounting and consulting firms bought most of the practices of Arthur Andersen. The verdict was subsequently overturned by the Supreme Court of the United States. However, the damage to its reputation has prevented it from returning as a viable business, though it still nominally exists.

ReplyDeleteWest Monroe Partners, LLC was initially awarded a $320,000.00contract to assess and advise regarding the workings of our water department. They by-passed city standards by pulling a Dick Cheney and positioning their LLC as the BEST company to follow through on their recommendations.
What's next? Will they also get a contract to evaluate outcomes? They were not used as a cheap trick to get free service as posed by the stupid remarks from our Mayor. THEY WERE PAID for the contracted scope of work.
An RFP should have been sent out. Ethically, they should not have been part of any RFP as they had insider knowledge.

ReplyDeleteWhat he fails to understand is the work culture at Water Services. The niggers that work there will simply act passive aggressive toward anything West Madison tries to do to sabotage their efforts and make sure they fail, thereby wasting another $12 million (not including the sure to come "unanticipated conditions" that will require yet again more money). This is how black racism works- the old shuffle and mumble.
I'm not sure which is worse- the ignorance of Mayor Sly as to the political and cultural machinations of how the City works or the workforce that Schulte, Yelder and O'Bannon have been allowed to assemble.
In any event, pathetic.
The real snow job is calling this program a Customer Service contract. Fact is that for years bogus billing address and diverson schemes have been so rampant at the water department (due to complete and often purposeful corruption of the system) that the databases are no so fucked up that it will take millions to identify and delete address where there has never been water service, no water pipes, etc. The system is so fucked up and has been so abused by employees committing fraud and other crimes that there are not enough investigators in Missouri to unfuck it and identify the innocent. I say this because the system culture has become so corrupt that there are probably more guilty than innocent.

The city needs a system with security and protections that will identify those making false entries and every entry into the system for that matter. The system needs to identify those who authorize exceptions to prevent shot like billing someones grandmother $50l for watter supposedly used at a golf course.
I don't think the people of KC has a clue what has been going on for decades and I seriously doubt any of the local press lazy asses are going to dig if it takes more than a couple of days.
If people knew what the true story is they would think the mob was a bunch of boy scouts in comparison.

ReplyDeleteThe State Auditor`s office does not have original jurisdiction over most local governmental entities except school districts or counties with no county auditor. Therefore, the only way the State Auditor`s office can obtain jurisdiction to perform an audit in these areas is either through the petition process, or through a governor`s request.
Petition Process
Under Missouri law, the State Auditor`s office may be called on to audit any political subdivision of the state (such as cities, school districts, water districts) if enough qualified voters of that political subdivision request the auditor to conduct an audit. Section 29.230.2 RSMo, outlines the petition process. State law specifies the political subdivision audited through the petition process bears the actual cost of the audit. The number of signatures that must be obtained to start a petition audit are determined by a "sliding scale" based on the number of votes cast during the most recent gubernatorial election. The signer of any petition must be a registered voter residing within the political subdivision for which the petition is circulating.
When the State Auditor`s office receives a signed petition, it is forwarded to the local election authority to determine if sufficient signatures are valid. After the local election authority validates the minimum number of signatures required, and returns the petition to the State Auditor`s office, the petition is considered `active` and is scheduled. It may be a length of time, however, before audit staff begin the fieldwork portion of the audit.
5. How many signatures are required?
