Kansas City will use this snow ordinance as a "I run this town, bitch" penalty for property owners they already know can't afford it. It's another way to disenfranchise property owners. This town is so tired!
If they can't afford a snow shovel, they can't afford to be a property owner.

It's easier for the City to threaten individual residents with fines and the hassle of court than to teach their snow removal crews how to plow the streets without covering up the sidewalks.
Or to tell residents BEFORE the snow storm to expect enforcement of the sidewalk ordinance.
4:26- The ordinance applies to the owner OR the occupant.
It's also easier to pass ordinances that only apply to private property owners or users, and not the City itself.

By the way, instead of dreaming up all sorts of end-of-civilization scenarios of jackbooted Public Works thugs hauling innocent property owners into court, why don't we see how this plays out?
I asked this morning if Tony could make a phone call or two to determine whether this will be handled on a citizen-complaint basis, or if the city will be sending out swarms of employees with the authority to write tickets to every neighborhood in Kansas City.
Still waiting for the answer. And that is key.
I have heard all cities will respond based on phoned in complaints only.
Plus I think the cities need to stay the hell out of sidewalk snow cleaning enforcement. As for sidewalks I feel if the city wants them then they can deal with them.

My guess is that the city put out this presser to encourage the hold-outs to finally get out and shovel their walks, a week after the storm.
In other words, it's kind of like a "no smoking" sign. You don't really need a cop everywhere to enforce them, since people will generally obey the law once they know it.
I am also guessing that today's rather warm weather has rendered the issue pretty much moot.
I'm sure that will disappoint those who wanted to storm City Hall with torches and pitchforks (though not snow shovels), or the mass appeals all the way to the U.S. Supreme Court of thousands of ticketed property owners brandishing pictures of Cleaver II and Brookside Boulevards.

If not, think about that the next time you choose a place to live on a busy boulevard. You've got a lot bigger problems that occasional snow removal. Such as constant noise.
This whole "unequal treatment by the city" dodge is the same one middle schoolers use when they say, "Everybody else was throwing spitballs, too!"
Next time you get a speeding ticket, tell the judge you aren't going to pay it because the cops didn't catch every speeder in the city.

Same legal advice as the guy who said that his picture of the sidewalk with a limb on it will get you out of any ticket for failing to remove snow. And worth exactly the same.
Also, unless you have an sworn and notarized affidavit from the photographer stating exactly when and where this photo was taken, and swearing to its authenticity (i.e. it hasn't been "photoshopped") then it's useless in court.

Kansas City, of course, is a city full of complaining pansies who would rather spend their time pointing fingers at somebody else. With the high taxes in KCMO, why doesn't the City take over snow removal from all sidewalks. This is done in other cities.

Center school today. Drove by it. About 1000' feet of unshoveled sidewalk. WTF? Kids WALK IN THE STREET thanks to the school not doing what the law expects.

I'm in the City Market area. I called the CID office last week and asked them to shovel the public sidewalks in front of my building. They said it wasn't their responsibility.

Check the bus stops on Truman Rd. Prospect and Truman not yet cleared by COMMERCIAL businesses. 200 block of 39th street is also COMMERCIAL and no attempt has been made.
