More than a year ago KICK-ASS TKC TIPSTERS BROKE NEWS of the case and we were pretty much the only media outlet to cover the controversy.

It's on Casenet for everybody to see but few newsies dare to follow-up on the details.

Depositions are underway regarding the upcoming civil trial against Deputy Chief Randall Hundley, Major Floyd Mitchell, and Deputy Chief Kevin Masters. Several members of the Investigations Bureau and other bureaus have been called in to depose their knowledge of the allegations.

In my years in law enforcement, I have given several depositions for criminal cases in front of defense attorneys. Neither I nor any other cop I know has ever had the defendant present during the deposition.

In the depositions given by several KCPD department members, TOP RANKING KCPD OFFICIALS sat across the table from them, staring them down the entire time. This was a blatant attempt at intimidation. Keep in mind that THESE ARE TOP RANKING OFFICIALS in the Investigations Bureau, and the Violent Crimes Division. These two civil defendants positioned themselves across the table from witnesses against them, but below them in their chain of command.

Despite the allegations of racism and corruption that have been launched against TOP KCPD OFFICIALS, our current chief has chosen to promote them both. This further alleges corruption among top command staff of the KCPD.

I've edited the names concerning direct allegations out of this message and it's not because of ingratitude but because I haven't yet had a chance to confirm independently . . . Yet. Also, all city orgs have a standing policy that they won't discuss ongoing litigation. But off the record, what you see posted does check out with multiple sources . . . Who, for obvious reasons, want to stay off the record.

But I can confirm this . . .

ALLEGATIONS OF DISCRIMINATION AGAINST LOWER RANKING WHITE OFFICERS AND ENSUING RACIAL TENSION AMONG ALL KCPD EMPLOYEES REMAINS ONE OF THE TOP CONCERNS AMONG KCPD INSIDERS!!!

It's my own opinion but one that is shared by KC Insiders that Mayor Sly James isn't helping the situation that's reaching a boiling point.

Now . . . For my own protection and to make sure this TKC Free Speech And Fun Zone sticks around I was advised to take a few precautionary measures on this post and I've done them all. If lawyers, courts or judges want to know the origin of the message they can politely ask Jeff Zuckerburg by way of a $100 message or maybe go see if they can understand the Indian dudes running my e-mail server who speak in a delightfully rich and charming Hindi accent because it has been DELETED from everything I own and control . . . And I've already forgotten even the address of the anonymous re-mailer that might have forwarded it my way.

But more importantly . . . THE TOPIC OF SERIOUS KCPD RACIAL DIVISIONS hasn't even been discussed as we move closer to putting the topic of local police control before voters and Missouri Legislators.

    Detroit (Detoilet) is a cesspool of corruption - from the Mayors Office to the PD to the FD to the City Clowncil to the Water Department. Every office, every level is corrupted by black gangsters.

    Look carefully at that city - this is the future of KC. The parallels are stunning.

    So much of what is wrong with KC - the crime, the corruption at every level of city government, is a symptom of the same plague that destroyed Detroit.

    Many know that PD is a mess but for what ever reason nobody has the balls to do something or is afraid for their life to do something. But as I have said on this blog before if the uniform members who know what is wrong and why, would all ban together and make it all very public with all the facts on paper and stand together change will happen. Pissing and moaning about it isn't going to. Get it all out into the open and make it very public make a stand and watch each others back till enough nosie is made and something happens. They can't fire all of you and for sure won't trey to much if the whole world is watching. If not STFU and continue to work in the mess you must care nothing about.

    1. That's an easy question to answer...the media has known about most of allegations in the lawsuit and many others. The hard question is why doesn't the media report it or investigate? Even channel 5 during their tabloid journalism period wouldn't run with these stories. Plenty of cops know the truth but who are you going to tell? The FBI who already let Hundley of the hook once for obstruction of justice? A prosecutors office for refusing to file assault charges after he assaulted a state trooper? You do the math...keep your head down and your mouth shut.

  14. I don't think it will get fixed soon. The guys who are close to retirement won't risk it and they know all of the dirt. The young guys have been taught the new way of staying low and just do the paperwork when it is over because that way you won't upset anybody, the brass or the criminals.

  17. i was one of those deposed in this case and the story is absolutely true on both fronts. I have literally given maybe 100 depositions in my career and not once was the defendant present. NEVER.

    Except for this instance of course. They just sat there, in my opinion, in an intimidating manner.

    Just par for the course with the way the command staff acts. They treat specialized units like their own personal clubs. They make sure the people they want promoted get promoted. And they routinely kick people out of units, for no reason, only to be replaced by their buddies. It's the good old boy system gone wild. Only difference that in today's age it's mostly, not always, but mostly the black commanders playing favorites.

    1. Everyone has worked somewhere where favorites get promoted or get choice assignments...but when that favoritism extends to covering up criminal wrong doing those responsible should be removed. By my count that would mean removing two deputy chiefs, one black, one white. Justice is supposed to be color blind, right?

  21. This is just the beginning. Out of five deputy chiefs, there is one white male. That's Forte's big middle finger to all the white people on the department. He just promoted Randy Hopkins, who, although a very likeable individual, has been kicked out of assignments at every rank for incompetence. His only qualification for continued promotion...being black. Do you think Hundley would be anything more than a Captain at best if he was white. He beat his wife, who was also on the department at the time, and put her in the hospital with a broken jaw. How many white people would get away with that. Hopkins was moved out of homicide because he was releasing confidential information to his wife, a JACO prosecutor. Forte sexually harassed Sgt. Shelley Volker and had an official complaint filed against him. That was swept under the rug and the State of Missouri has no record of it even happening, which means the department didn't report it as required. Corruption is rampant throughout Forte's administration and will continue to be as long as he's here.

  23. I heard Forte sees the writing on the wall and is looking for other employment opportunities. If the kcpd doesnt bring in an outside chief then its gonna wind up under federal receivership control. The number of command staff per capita of officers is skyhigh and the levels of waste in the kcpd is outrageous. The bcbs giftcard scandal does involve hundley and if that guy isnt convicted of this then the whole investigation is a joke. Also, the intelligence unit followed a certain black major of south zone to a motel over in kck and watched him go in a room with a female on duty. Forte found out and swept the whole thing under the rug with a transfer. That is 1 reason no one respects him.

    1. The kcpd had its chance to have an outside chief that could have made the necessary changes and not be influenced by the long-term dysfunction that exists there. The bopc, a group of people who have no idea how to run a police department, instead selected a guy who, although a nice guy (at least at the time), had no track record to justify the selection. They passed over the 2 candidates who could have come in, uninfluenced by politics, and made the department much more effective. Instead the bopc failed, I repeat, utterly failed to do their job. And yet they attend each board meeting wearing their little badge, smug and oh so comfortable in their delusion that they actually know what the hell is going on and that they are somehow In control. Their control is pure delusion. You want change, the governor has to actually start selecting board members based on ability, knowledge, and expertise rather than political clout or political advancement. But this won't happen because this is Kansas city, Jackson county, MO and I don't need to explain what that means.

  39. The kcpd is very odd. Black commanders there seem to believe, despite the fact that most of them are promoted much earlier in their career than equivalent white commanders, have unlimited opportunity during their career, and make a pretty damn good living, that there is some grand, vast conspiracy against them that they must rectify. I don't know if it's alleged racism or what,but they seem to get promoted to higher levels then decide it's time for payback to rectify the injustices of the past that they, in their mind, had to endure. But why are the targets for retribution selected? Surely, many of these younger officers who were not around when this racism took place had any part in this grand conspiracy. Does it just make black commanders feel better that someone, anyone, pays for the sins of the past, whether culpable or not? Or perhaps they feel that it is their job to root out budding racist and expose them. I tend to believe that they are merely angry about the supposed poor treatment they received from a supposed racist organization and anyone that they determine, based on their warped sense of reality, to be racist will pay the price for the sins of the father. If kcpd is to advance, the chip on the shoulder of many must be removed and these old school commanders with a vendetta and an agenda that has nothing to do with public safety must move on and be replaced with those more enlightened and without a paradigm based on paranoia.

    When will the BOPC finally step up and hold him accountable for his promotions, indiscretions and poor leadership? The good commanders have no chance of standing up, when the chief will destroy anyone for standing up and speaking against him.

  45. As of now, the bopc, forte, corwin, and a few commanders have done damage thatll take years to fix. The poor quality of new hires, promotions of unqualified people, promotion of way too many people, and waste of money for pet projects is setting the kcpd back years. Not to mention the complete hodge podge disaster of computer programs officers/civilians are required to learn that arent compatible and do nothing but make the job nearly impossible. Every time something a commander does gets swept under the rug is one more nail in the coffin of a once proud police dept that will literally take years to correct. If forte doesnt leave and an outside chief, and I mean someone not from the kc metro area, isnt hired then nothing will change and the dept will continue to circle the drain. We are nearing a critical point where the whole house of cards the kcpd is built on will come tumbling down. Mark my words. I see a vote of no confidence in forte in the near future.
