TKC BREAKING NEWS!!! KCPD RACE-BASED LAWSUIT!!! WHITE KANSAS CITY POLICE OFFICER FILES COMPLAINT AGAINST AFRICAN-AMERICAN COMMANDERS CLAIMING A PATTERN OF DISCRIMINATION!!!



During the search for a new Chief of the Kansas City Police Department there was a great deal of conversation about unity and bringing the department together as a cohesive unit.

Just now, TKC TIPSTERS send us an important document revealing just how tense racial relations have become within the department.

KCPD Patrolman Chad Rives was formerly a detective and he is filing a lawsuit for racial discrimination against KCPD Deputy Chief Randall Hundley, Captain Floyd Mitchell, Deputy Chief Kevin Masters and The Kansas City Board of Police Commissioners.

WE HAVE HEARD A GREAT DEAL OF BACKGROUND CHATTER ABOUT RACIAL DIVISIVENESS AMONG THE KCPD BUT HERE IS THE FIRST DOCUMENTED PROOF THAT THESE TENSIONS ARE REACHING A FEVER PITCH AND HAVE NOW MOVED TO THE COURTS!!!

This news is a game changer for the KCPD and reveals that a conversation about race relations is in order. I'm really surprised we haven't heard about this before . . . We even had to look up the casenet filing to make sure it was the real deal. It is . . . The number for your own search: #1116-CV32742

 The plaintiff recently received a "Notice of Right To Sue" under The Missouri Human Rights Act.

ALLEGATIONS OF DISCRIMINATION AGAINST WHITE OFFICERS BY AFRICAN-AMERICAN COMMANDERS IN THE KANSAS CITY POLICE DEPARTMENT THREATEN TO THWART THE PROGRESS OF DIVERSITY EFFORTS!!!

Details of a so-called "Gang of 8" KCPD top officers show that alleged cliquishness is certainly a top suspicion among the KCPD. According to this complaint, the so-called "Gang of 8" was ALLEGEDLY formed "for the purpose of protecting and shielding African-American officers from work-related investigations, discipline imposed by the KCPD, and to promote and elevate African-American officers into positions of power within the department." The UNCONFIRMED ALLEGATION OF THIS GROUP'S EXISTENCE BY SOMEONE WHO IS NOT A MEMBER is a rather shocking part of this complaint.

However, the following passage is really the crux of the case . . .

"Defendants have a policy or practice of ensuring African-American officers are treated more leniently when it comes to disciplinary and promotion matters. They actively protect African-American officers whose actions warrant discipline or investigation under KCPD policies and procedures. Similarly-situated Caucasian police officers are not treated to the same protectionist policies: instead, they are treated more harshly and inequitably in employment maters. 

"Defendants have also shown a willingness to favorably influence disciplinary decisions of African-American police officers in other departments. 

Indeed, when Caucasian officers have administered discipline to African-American officers, they have been treated unfavorably by Defendants or given less discretion compared to their African-American counterparts."

Because I think the KCPD is the most important, professional and vital organizations in all of Kansas City, it's necessary to put this complaint on blast. KCPD has always worked to foster an impeccable dialogue with the community and I can only hope that this matter is resolved so that can continue their mission. Make no mistake, TKC respects the work of the KCPD and ALL of the people in the organization who work to keep Kansas City safe . . . That's why providing this public information is important.

Strangely, I've done my Google searching, so far I haven't seen the case put on blast like this with documentation anywhere else . . .

  7. If the Chief was smart he would address this complaint. It is serious and threatens the whole department.

    We need the KCPD to be a cohesive unit and from the looks of this complaint they clearly are not.

    The police commissioners should also makes sure that reverse discrimination does not also rule the day for the KCPD.

    This issue could affect the safety of the city and it should be handled properly.

    The so called gang of eight consisted of a group of Black officers praying for a detective that was experiencing problems. Several weeks after the Black officers prayed, a group of White officers prayed for a person and not a word was said. Racism is a problem!

    Tony, do some research on the three Black police officers (Holmes, Mitchell, Hogan)that sued the police department and won!

  21. The gang of 8 absolutely exists and has taken on bigger fish since being formed during the keisha johnson incident. It is blatent and needs to be stopped. How about the former officer wgo drove a car to the station for several months with a fake temp tag on it? That same black officer was caught stealing gas in his personal car from the station pumps twice. Not only was he not disciplined for it by his black command staff (Hundley and Harvey) he was actually given a transfer to a position with a take home car. He has subsequently been fired for unrelated things but it was only after it got to the point where it couldn't be covered up any longer. Then theres Jackson lyle. His list of incidents can go on and on but so far he is still here and he even got promoted. Mel harvey was involved in that 1 as well. It is widely known within the kcpd that there are 2 sets of disciplinary procedures depending on what race you are. It did not start with a gang of 8 but they definitely helped accelerate the perpetuation of it. This lawsuit is long overdue. Go chad go!

Harvey reportedly showed up, told the restaurant and officers that there would be no charges filed against James and allowed James and his friends to drive away from the scene drunk, as other officers attempted to stop them, they in fact were stopped from prohibiting James and his friends from driving away. This lawsuit is just a tip of the iceberg. As someone early mentioned, discovery will be HUGE in this case. Expect numerous early retirements from certain commanders and possible later indictments.

My wonderful, amazing, BLACK partner was approached by a major on 'break in' and was offered any assistance he needed if he ever got into trouble, to include that major's personal phone number. My partner respectfully turned the offer down..... Even he knows the gang of 8 is bad news..... It's more real than ever, believe it or not.

  41. My friend is a KC officer and happens to be black. Said that every black officers is offered a "mentor" (veteran black officer/commander) to watch out for them and help them out with any "issues" that may come up. They are given this opportunity upon entering the academy per the "Gang of 8". Did I mention that he told me that other department members of other races or ethnicity are not offered this service.

  45. Let it be known that KCPD is 8% black which is 116 officers, of which 33 are female which makes up 2% of the overall number of woman on the department.

    There 142 white females and 971 white males.

    Why someone would cry over being removed from a position is unknown to me.. There is no more money per hour in the Homicide gig.. just a little overtime..

    Regarding the so called gang of eight.. KCPD has always been known as a racist dept..that based on the numerous lawsuits over the years... against white commanders..

    This dept does not shelter black officers any more than white officers.. Some need to fan their flames of hatred without fact.. The dept will have many black, female chiefs in the future.. progress can not be stopped..

    Someone posted about Danny Holmes.. he established a string of facts about the dept under Corwin and won.. No matter what dept you work for there is always something..

    This is one case of many that have taken place over the years.. you can sue for anything.. Win some lose some.. life goes on.. Its always this crap about the black recruits taking jobs from white males.. I have known many officers on the PD that were pot heads.. prior.. so lets keep real.. No ones perfect!!

  47. Every new black officer on the department is offered a "mentor," upon employment. The mentor is a black commander whose role is obscure but basically to look out for the new officer. This is only offered to black members. Whites are not offered this service, neither are hispanics or any other race.
    Typically, if a probationary officer is failing on break-in, they are given perhaps one extension and one change in FTO. Recently, a black female recruit was failing miserably (as in was so inept she was a danger to anyone working with her). She was allowed three attempts at break-in, in three different divisions, with at least 7 different FTOs. No white officer has ever received so many chances. There is absolutely two sets of standards and it harms all of KCPD, including good black officers.

    An employee violates a very serious procedural process, thus endangering the lives and safety of his fellow employees. The offending employee has a long history of similar safety violations, some of which caused him to be transferred to his present assignment... more on that fiasco later...(see "History Part 2"). The supervisor does the right thing and addresses the incident. He further advises his direct supervisor of the situation. The initial supervisor is then selectively hunted by those above him because they have a personal relationship with the offending employee...more background on the command chain in a later post...(see "History Part 1"). Why is this pattern of behavior allowed to continue? One guess...

    In order to properly prepare you for the current problem at hand, you need to have a full working knowledge of the history that has taken place, that allows such a structure to exist. As a way of background, or playbill if you wish, the following is submitted; there once was a clique of personal friends, all working within the same organization, who gained the title “The Gang of Eight”. Their existence last raised its ugly head when they circled the wagons in order to intimidate and thus protect an employee who had a continual pattern of not being able to perform their job function correctly. The target of the GOE’s aggression tactics was the failing employees immediate supervisor, who was simply doing their job. While this was by no means the first occurrence of the GOE’s activities, it is the most recent to the present time. What is important to note from this is that the sole concern of the GOE was to preserve the employees position at all costs, totally ignoring incompetence and the lack of character shown by the employee, by not taking responsibility for their own shortcomings. This is a critical thread that shines through every act taken by the GOE, and is the sole cause of numerous instances of placing ones agenda items over the safety of the citizenry. A sad commentary indeed…

    You will need to be aware of some additional historical information in order to paint a more full, vibrant, and colorful picture of the scene, so here is more for you to intake and comprehend; Concerning our present situation, we mentioned in post #2 that the employee in question violated a very serious procedural process, thus endangering the lives and safety of his fellow employees, as well as anyone in the general immediate area. We mentioned that the offending employee has a long history of similar safety violations, some of which caused him to be transferred to his present assignment... which brings us to just how that transfer happened. Go back in time… and imagine if you will… a very specialized, highly trained element of personnel who are responsible for carrying out very dangerous operations that involve violent individuals and circumstances. Imagine that this highly trained team relies heavily on each member being fully aware of their situation and surroundings, at all times, in order to insure the safety of the team and the citizenry.     (continued from #4) ...Imagine that this team becomes inoperable due to one of the team members inability to function correctly within the safety requirements established. Imagine that team supervisor addressing the matter with the member and requesting that the offending member transfer to another assignment. Imagine if you will, the offending member then scurrying off to a top level administrator within the GOE, (who has since retired under suspicious circumstances…but that’s another story for a later post…), expressing the sob story circumstance that they presently found themselves in. Imagine said administrator then ordering a front line supervisor in another specialized element, to “take” the offending employee, even though the prescribed job requirements specifically state that anyone in that position must first successfully complete a prescribed selection process, which included a written exam, an oral exam, and a physical scenario exam, prior to being placed on an eligibility list with others who had successfully completed the process. Then and only then would an employee be selected and given a new job description, title, and pay grade. Despite this written policy and prescribed procedure, the offending employee suddenly appeared in the new element, with all the amenities that go along with it, fully and totally unaware of anything involved with doing the job. Imagine if you will, that this new assignment element is divided into two sections, completing related, but different parts of the elements mission. Said offending employee, having been assigned to what we will call section one, flunks out within the first seven days, do to their incapacity to comprehend the job requirements and duties. Section one is such a specialized entity that a failing within it could effect an entire governmental process from functioning correctly, resulting in unnecessary and extended litigation. The offending employee is then reluctantly switched to what we will call section 2, which is another highly specialized and highly trained element of personnel who are also responsible for carrying out very dangerous operations that involve violent offenders and circumstances. Imagine that this highly trained team also relies heavily on each member being fully aware of their situation and surroundings at all times, in order to insure the safety of the team and the citizenry. This brings us to the present situation and the same offending employee, who, once again, has committed serious violations of safety procedures, thus endangering the lives and safety of his fellow employees, as well as the general citizenry. Now that you have the background, we will begin to look at the present situation and the new members of the GOE who are selectively hunting the offending employees immediate supervisor, who has done nothing more than his job. This will necessarily involve looking into the questionable background history of the first three GOE’s, who are directly involved in the decision making process as it relates to this situation, and exposing their… shall we say, savory, questionable, and down right illegal escapades… one wonders if it will cloud their decision making perspectives… stay tuned…

    The trouble with operating a “para-military” organization is that from time to time you have persons of various command chain levels who relish in the fact that they can inflate their own importance by forcibly imposing their will on those who happen to be within their chain, to the detriment of the entire organization. Most of the time, this is of a self-benefiting nature, prescribed for a specific outcome. Such is the case with our present scenario, in that the offending GOE member directly involved has begun his own “Literary Inquisition”, based off of his own request for documentation, all this, despite the fact that the mandated internal investigation, conducted by a third-party unit, has not even begun! The term “Literary Inquisition” is derived from the Chinese word “wenziyu”, which means “imprisonment due to writings”, a term that was used to refer to the official persecution of intellectuals for their writings in Imperial China. It flourished during the Ming and Qing dynasties. Such persecutions could occur even due to a single phrase or word which the ruler considered offensive. In many cases, not only the writer but also his immediate and extended families would be punished or killed. Many times this could reveal itself in the terms of “financial terrorism”, something we have become most accustomed to in recent history. So how does this relate to our story? There’s an old saying…“If you don’t want to know, then don’t ask…because you might not like the answer”. Such is the case with our present situation. The offending GOE member was heard to say something to the effect of “this can’t be accurate because there’s no documentation about it”. The appropriate documentation was then provided to the offending GOE member. Then, realizing that there is a large quantity of documentation to substantiate the offending behavior, the offending GOE member begins his own “Literary Inquisition” in order to punish those who have stepped forward, at his own request! This pattern of intimidating behavior should not be allowed to continue…especially within a rulers kingdom who has seen much success in moving forward… we’ll see…

    The question has arisen from several loyal minions as to “why not”, “if”, and “when” we will begin naming names in this saga. We intentionally refrained from doing so heretofore, because it did not serve a definitive purpose. However, with the present onslaught of personnel intimidation activities that have begun, it is an issue that we are seriously considering. As we mentioned earlier, due to the nature of the original offending behavior, there is supposed to be a prescribed internal investigation. It would appear that the offending GOE’s “Literary Inquisition” is a direct violation of policy as it relates to said internal investigation. His actions have served to intimidate those who will be giving sworn testimony, in an apparent attempt to influence said testimony. This is a flagrant, reprehensible, and unacceptable act which can not be allowed to go unchallenged. We call upon those in power to step up and do the right thing. This needs to be stopped immediately and the offending GOE needs to be held accountable for his actions…we’re waiting…

  60. RRAST, I believe your numbers are incorrect. There's no way that only 8% of the KCPD is black when the percentage of supervisory and command staff that are black is so much higher.

    KCPD does not give any preferential treatment to black officers. Surely, DeMark McKenney deserved all the breaks he got. All school resource officers have relationships with High School students. I'm sure that Jackson Lyle still deserves to be a sergeant. All he did was be an accessory in a residential robbery while in uniform and driving a police car on his day off. That's no big deal, right? After all, I'm sure the victim had no pressure by the department to not prosecute.

    You people are just looking for something to complain about.

Hundley put this black offender in the jail for assaulting ONE OF HIS OFFICERS THAT HE COMMANDS, NO he gives the black offender special treatment and allows him to sit in his office and watch basketball while he attempts to retrive the offenders cell phone (evidence) from the violent crimes detectives.

    An officer is in R. Hundley's office talking to the then major of the metro patrol division. This officer sees a brochure on R. Hundley's desk which has a website address on it. After the conversation the officer goes to a computer and looks up the website address. Would you believe that R. Hundley had a brochure for a racially motivated group that promotes the uprising of the black man?

  67. As an African American officer I am fine with anyone filing a lawsuit if they feel wronged. I work to protect my city and protect my fellow officer regardless of the color of your skin. I am ashamed to see all these racist comments posted. The worst thing is they are posted anonymously. The comment posted that every black officer is offered a “mentor” is completely fabricated crap. Posting the mistakes of the so called “gang of eight” fine no problem…everyone will and has made mistakes. However there are also white officers that are not perfect and wish to keep their mistakes behind closed and locked doors with the key thrown away. No one is perfect at times we lose our cool and make mistakes that we wished would never had happen. In my opinion the lawsuit is fine let it happen and we will see how the courts rule. The racist comments on this page like “planet of the apes”, “niggers fuck up of everything” and more show that racism towards African Americans still exist and is still here. That may be why an African American officer just won a large lawsuit against the department. I know these are the opinions of a few uneducated and cowardly individuals. I am ashamed that I put my BLACK life on the line for them

Whether you're a white supremacist or a black supremacist, you are still in the wrong...period. Unfortunately, there is a high tolerance for the black supremacists, because they use what has happened in history as an excuse. 12/17/11 @ 8:28pm, YOU and the morons who made the "nigger" and "Planet of the Apes" comments do nothing but give these anti-white racists a better excuse to hate us.   70. Let us get some things out in the open. There are some outstanding black officers on the KCPD. I have rode with some of those officers and I am still close friends with many of them. Those who are making racially motivated comments/ making comments regarding black officers educations should refrain. Many black officers who work for the KCPD legitimately have college educations. There are some amazing black officers who give 100% everyday. In any profession you have slugs. I can name worthless slugs of all races on the KCPD. There definitely are some issues on this department, but I can't think of any organization where there are not. The "Gang of Eight" does exist and they have made some bad decisions. Chad Rives has brought up some issues that needed to be addressed. This is not limited to just black commanders by any sense of the meaning. I referred to the "Gang of Eight" earlier. When decisions are made based off of race/gender/creed/etc. it is wrong no matter what. The "gang of eight" has set themselves up for legal litigation by making bad decisions, which are clearly racially motivated. There actions are not a representation of all black officers. I am not happy with the direction the KCPD has been going and I am always looking for other alternatives, but who knows they may work out some issues. Part of the problem is we have let some of these issues go so long that it has gotten very out of control. I wish the best to chad, but I wanted to remind everybody these individuals are not representing all black officers. The racially motivated comments are disrespectful and make you sound extremely ignorant.

  73. The numbers for the black officers on KCPD came from KCPD..lol..

    I would suggest you do your research on the number of black Sgt, Capt and Maj's on the dept.. You have five Lt. Col's of which two are white females two are black men and one is a white man... Lets not be silly here.. The case has issues that happened 12 years ago.. I understand that his logic of showing a pattern.. Any officer on any dept can file a law suit on any given day... about something said or done.. Adults need to use their filter to stop those STUPID comments or Jokes.. especially... catch the nigger by the toe one....stupid!!

  74. I'm not a racist but I do see all of this Gang of 8 stuff as concerning. I am currently working in law enforcement and it was my goal to join KCPD. I have a college degree in Criminal Justice, been on several ride alongs, and 4 years experience in law enforcement. I applied almost a year ago, and to date, I've only taken the written test and heard nothing back. I was told it was because they were freezing hiring. Understandable. However, a friend of mine who works for the department told me he had a pre-employment ride along with a Hispanic male who went through the entire process in one month. This individual didn't even have a high school diploma. He decided after the ride along that he didn't want the job. What a waste of time! My point is, it's incredibly unfair. All this because his skin is darker than mine.
