TKC BREAKING AND EXCLUSIVE NEWS!!! CONTROVERSY OVER KCPD DIRECTIVE THAT MIGHT VIOLATE MISSOURI STATUTE!!! SOME KANSAS CITY RESIDENTS CLAIM POLICE SIRENS MAKE THEM FEEL SAFER!!!

Take a look at a controversy brewing within the KCPD which all of Kansas City will soon hear on local streets.

To wit . . .

KANSAS CITY POLICE INSIDERS NOTE CONTROVERSY REGARDING A RECENT DIRECTIVE ENCOURAGING THE USE OF SIRENS IN NON-EMERGENCY SITUATIONS - A VIOLATION OF A MISSOURI STATUTE!!!

This message is encouraging because it shows us that the KCPD rank and file are vigilant about upholding the law, even as it applies to them.

Here's the response to the directive . . .

"Take a look at yet another knee jerk reaction by Chief Forte. This email came straight from ########## in charge of the patrol bureau, which for those who do not know, (supervises) the marked cars you see on the street and who respond to 911 calls primarily. He wants Sergeants to respond lights and sirens on every call they go on, even if there is no emergency, all because the urban core will feel safer."

Now . . . Here's an explanation of how the Missouri statue in question . . .

"This is in violation of Missouri state statute 304.022 subsection 5, which states, 'the driver of any vehicle referred to in subsection 4 shall not sound the siren or have front red and blue lights on except when responding to an emergency call or in pursuit of an actual law violator.'"

Again . . . Here is the part of the message that reflects leadership controversy within the KCPD . . .

"This is what passes for leadership? The top cop who doesn't know the law, and all of his commanders too stupid or gutless to stand up and say "This isn't a good idea, Sir." Anyone wonder why morale is bad? There is no leadership! This is just the latest in a long list of new ideas he institutes that are baseless yet he says the reason its not popular is because we don't like change, well I say you be the judge."

And so . . .

READ THE E-MAIL KCPD DIRECTIVE THAT ENCOURAGES USE OF POLICE SIRENS IN NON-EMERGENCY SITUATIONS WHICH COULD VIOLATE A MISSOURI STATUTE!!!

Check it . . .

Subject:Sergeants

All,

Also during our meeting yesterday, it was decided that effective immediately, sergeants are to respond Code 1 on all calls they go on. Chief Forté said that people in the urban core like to hear police sirens in their neighborhoods because it makes them feel safer and that the police are more responsive. It also lets them know that if someone is committing a crime in their neighborhood, it is likely they will run away when they hear a siren. Please advise your sergeants and let me know if you have any questions. Thanks.

############

Another email attempt to clarify the directive . . .

FYI...this is on all calls...even if the officers are requesting a sergeant for a field test...sorry to communicate this via email...the Chief has received some feedback from the community that they like sirens in their community...I know I am not doing the Chief's message justice; however, if you or your folks have questions, please do not hesitate to contact me

Major
##########

And now it's up to you . . . Do police sirens make you feel safer?

The only thing we know for sure is that there are very serious questions and concerns stirring within the KCPD. It's important for the public to see and hear about this debate that starts but does not end with more sirens blaring on Kansas City streets.

The sirens do make us feel safer, Tony. But only when we know they're on the way to an emergency.

Anonymous said...

It won't last long, for it will just draw crowds. A stupid idea. And I think emotionally, it will be the opposite...it will make people feel insecure.

Don't tell the cops this, but the city isn't preoccupied with the business of police. Those circus wagons they drive already give them too much attention.

Superdave said...

Of all the lame brain dumb ass ideas for the Shoe Shine assistant to come up with.

This has now proven without a doubt the head clown of the KCPD has not a clue what he is doing.

Last thing the people should feel is safer, if this is how the leadership of the department thinks that people will feel safer from this action.

Man that is as stupid as saying from now on when you eat at a steak house you will hear cows mooing to put you in a better mind frame to eat your dinner.

So whats next, they going to sound the civil defence sirens each time an officer takes a dump?

Anonymous said...

Won't affect us in Rivermarket. We never see police cars. I don't think they patrol this area of the City.

Anonymous said...

Of course aside from the legal aspect with the state statutes, the liability of driving lights and siren to a non-emergency call places the dept and other motorists in a major insurance issue. Imagine being hit or running into a police sergeant who was driving lights and siren to meet an officer who simply needed a second opinion on a call. People will be crashing into police cars on purpose in order to get the payout from dept.

Anonymous said...

Symbolism over substance. That works everytime. It is better to put on a good show rather than to solve the problem.

Hyperblogal said...

Is this just in the urban core or throughout the city? This seems like a horrible idea traffic wise and will result in the belief that there is more bad crime going on than there actually is.

Anonymous said...

They want sirens.....sirens they will get....at 2am....3am....4am....enjoy your sleep now

Anonymous said...

Its getting to the point where I wake up each day and think, "What is the Chief thinking?"

Anonymous said...

More NIGGER monkeyshines from the Chief O Police in Kansas City, Missouri. Kinda makes ya proud, doesn't it?

Anonymous said...

Anyone struck by one of these sgts responded unnecessarily with lights and sirens will have hit the ghetto lottery!! Gold Italia and Diamonds & Diamonds will be selling fake gold faster than Chump Forte sells out his own people!!

Anonymous said...

Ok so what kind of idiot feels safer when sgts. are running lights to go take a field test kit for a pot bust? Real estate agents showing houses are going to love this. Sirens for every call made by a sgt. even for non-emergencies? This helps fight crime how?

I just made my "Nigga Please!!" face.

Talk about liability!

Anonymous said...

Just another way we're ordered to "bend" the law in order to manipulate public perception of higher police activity. The truth is that we don't have the man power to get after it like we used to. Then you add the manpower drain from all these stupid fucking projects Darryl-licious dreams up and we're running with skeleton crews most nights. I guess the sounds of sirens is supposed to deceive the public into believing we're more numerous and active than we actually are. What a fucking joke! Does anyone believe the dept will stand by these sgts if/when they get into an accident running lights and sirens to test marijuana for an arresting officer? Who's the legal genius in the Office of General Counsel who let Darryl-licious run with this idiotic idea and how much are we over paying him/her?

Anonymous said...

Chump is way over thinking things. Stop playing with social media, and these ridiculous programs. You're trying to use tools, tricks, and formulas to cover up for your lack of leadership. Invest in quality officers and let them do quality police work!

Anonymous said...

It's for the black people, anything for the black community. Just make a mess and let the taxpayers clean it up

Anonymous said...

This is another example of a "leader" favoring perception over actually doing something. To fix crime in KC, people would have to be told things they don't want to hear (ie get job, don't use drugs, don't have a dozen kids you can't afford, etc). No politician will tell the truth about this so instead we are stuck with gimmick fixes like this and other including the hot spot program and shot spotter. These gimmicks have no effect on crime, but bring serious questions on efficiency, ethics and legality of the decisions made by KCPD leadership.

Anonymous said...

Don;t worry about. The sergeants I talked to aren't planning on doing it anyway.

Anonymous said...

I don't care what the Chief says I'm not doing it. Orders or no Orders.

Anonymous said...

Jason White is retarded enough to do it. He always does the wrong things for the wrong reasons. He has no clue what the reasonable suspicion or probable cause is so he definitely doesn't know the State statutes!! He'll be chief in 15 years & finish the destruction of KCPD that Darryl-licious started!

Lets take a look at the policing mentality. At times there are police cars all over in the neighborhoods. But I don't see them doing anything other than driving around. Why not? I asked around and was told the extra presence on the street was told to go talk to the community and build relationships. Not to stop criminals and take them to jail when appropriate. Well can't the leaders of the police see that is not working? How about telling your officers to do there job and put criminals in jail? People shooting people for any reason they think of is what is responsible for homicides. Many times the shooters and victims are responsible for other crimes as well as the homicides. Doesn't it stand to reason that if they are getting locked up for those crimes at a higher rate the homicide rate will go down? I've never seen a cop just driving around looking at people take guns or criminals off the street. Building relationships with the community is a very important part of the police departments job...but it is not the only job just PART of it. At the end of the day we won't see our city's crime rate lower until the department takes a stand and tells its officers to put the criminals in jail! I don't even want to start talking about having cars driving lights and sirens for non emergency purposes.

Anonymous said...

@1:33
I get what you are saying, but you are failing to realize that officers want to put bad guys in jail. At least I do, its why I took this job. However the commanders and chief are pretty much making that impossible. They are worried too much about pandering to the community and being politically correct. Everytime you have a negative contact with a citizen, which is almost everytime you take them to jail, they file a complaint. When this happens every little part of your interaction is picked apart. Even if everything you do with the citizen is legit, they may look back and see that you turned your Mic off or rolled through a stop sign prior to the contact. This results in discipline and eventually the officer realizes that its just not worth it. Now this may seem silly to outsiders but time after time it breaks you down. Think about if every part of your job was on video and at anytime your boss could go through step by step and look to see if you maybe used an extra paper clip or didn't do something a certain way. It is this type of action that is breeding an environment in the police department to sit and wait for calls, and not actively seek criminal behavior. The department is broken but nobody cares!

Roger is usually a little more cleaver. 'Sorry to see him not standing up to the chief on this one.

Anonymous said...

1:47...is correct.

Anonymous said...

The sound of the police helicopters flying overhead also makes me feel safer. Chief?

Anonymous said...

I'm pretty sure if guys will shoot it out at power and light with cops all around sirens will not have a big impact on crime....and then at times when they could have arrested someone in the act of a crime they will get away...wins all around!

Anonymous said...

@1:47
I was not attacking or questioning the officers on the street. I have met many good officers and believe they could be steered in a better direction. I don't understand the concept of addressing violent crime with a targeted approach of EVERYONE being there to talk to the citizens not committing the crimes. Last I checked KC was still ahead of last years murder count. I don't see how more cars with lights and sirens for no reason will fix violent crime. Make people feel safe by making the streets safer!

Anonymous said...

By policy KCPD officers are not required to follow unlawful orders. This has to be the dumbest thing I have heard since footchase helmets. The ignorance of the chief is truly remarkable. The general public is guided by their perception of crime. The more police cars are driving around blaring sirens, the more crime the general public will perceive is occurring. Good move. It will be interesting to see how Darryl responds to the outing of his unlawful order. His arrogance will not allow him to admit fault. His days are numbered as this bad experiment is imploding. The parallels between Forte' and Obama are amazing. Both did absolutely nothing to get where they are. Once there, they are too arrogant and stupid to accept advice or assistance from others. After causing great harm, they will both soon be replaced.

This is a flagrant abuse of authority by the Chief of Police. According to the Emergency Police Operations Policy 12-4 (which is conveniently located online for the community), it defines Emergency Operation/Code One as: An emergency police vehicle traveling
with activated red light(s) and siren. Members will operate Code One on assist-the-officer calls, emergency calls-for-service, while in a vehicle pursuit or in any other situation when in the member’s discretion an emergency
exists and such operation is reasonable and necessary. How is driving Code One to test dope an emergency or even reasonably necessary? If an officer requests a sergeant to ask a question, they are to now drive Code One, at the order of the Chief, which is in direct violation of the very policy for which Chief Forte has signed his name. This also goes against the Missouri State Statute mentioned above. Becoming Chief does not give you charte blanche to do whatever you like and ignore the very policies you set forth. The Chief and his "lackey" commanders, who are nothing more than yes-men, think they can do whatever they want and the officers will not question it. Chief Forte himself set forth leaderhip training where we were taught to stand up when we knew things were not right and went against policy and law. This is that time. Chief Forte is blind to the fact that he has NO respect from the rank and file. We will not do what he says, just because he says it and not question it.

Good post 1:47, exactly how it is in patrol right now

Anonymous said...

His experiments have been tried before and proven ineffective. It was called the "The Kansas City Preventive Patrol Experiment", and it was published in 1974. Forte is all about perception with absolutely no substance behind it. It's why he wears a goatee & rides his motorcycle around shaking the hands of shitbags while ignoring the needs of his officers. He is the Chief Bishop of my generation of officers and history will echo his inadequacies and failures long after he's laid to rest.

http://www.policefoundation.org/pdf/kcppe.pdf

"Analysis of the data gathered revealed that the three areas experienced no significant differences in the level of crime, citizen’s attitudes toward police services, citizens’ fear of crime, police response time, or citizens’ satisfaction with police response time."

How can you be an effective police chief if you don't know/understand which strategies have been effective and which have been ineffective?!! It was conducted in KANSAS CITY for Christ sakes!!! His ignorance of his own department's history and refusal to admit he's wrong are destroying this police force. It's been tried, it didn't work & 38 years later it still doesn't work. Stop squandering limited resources on ineffective strategies and focus on the basics/fundamentals.

@2:18
I didn't think you were attacking us, I was just trying to give you a little insight as to why the cops you see driving around are doing that and nothing else. Thank you for your support

I think they should run red light and siren when they go to convenience stores and McDonalds and shake them down for free coffee and food all the time.

Anyone know about Harvey' s nephew missing a gun on an arrestee and transporting him to hq in his car? I am curious to see if this gets swept under the rug

Anonymous said...

I heard it fell out of the arrest's pants and laid on the jail floor for an hour and a half. Loaded too.

Anonymous said...

There are some major league cry babies on here. You don't want to do your job because you get complaints and are over-analyzed? That's a load of crap!!! Do your job like you were trained to do. Follow policy, including turning your freaking mic on when you're supposed to, and you'll be just fine. Quit attacking the Chief for trying something different. Maybe it's not something that works, but at least he's trying. If you have the answers, send them in. My guess is you don't have a clue what your doing and have no idea what it takes to lead an organization of crybabies who whine about every fucking thing they can. Get off you ass and send in your own suggestion on how to break the cycle of violent crime in our city. Or, just keep attacking the Chief anonymously and embarrassing the organization. If I could find out who you are, I'd kick your ass all the way to the security job you belong in.

2:37- Red light/siren foot chase helmets. That was an idea thought up by Ex Sgt.D.Grayson. It was hilarious!

When does the blame for this mess fall on the shoulders of his bosses? The police board and mayor picked this guy, they are the ones to blame. This board it's the most fucked up group of fuckards on the planet.

Anonymous said...

So I haven't heard of the foot chase helmet. Was it like a hard hat with a red light and mini siren on it?!??

Anonymous said...

Oh Yeah! Local Control to these buffoons? Judas Priest kiddies sound your siren. Weeeeeeeeeeeeeeeeeeeeeeeeeeeee!

Anonymous said...

4:51
Those are just examples, and last time I checked sergeants were submitting ideas which were taken from their sectors, and the chief just threw them away. I am not worried about embarrassing this organization our chief is doing just fine on his own by ordering sergeants to break the law!

Anonymous said...

4:51 I am willing to bet you spend most of your time saying yes to all of forte's stupid ideas and are behind a desk somewhere downtown. Hell if you consider yourself a cop you should be ashamed, last time I checked the guys in patrol were in decent shape, so I would like to place a bet on that fight. Bet that patrol officer would work you over like the little bitch you are

Anonymous said...

Because theyre too busy dealing with the ghetto east of troost.

4:51 should walk into any roll call on any watch in any station and say what he posted here. Hahaha bet he would be on "I" days for awhile

He/she was only speaking figuratively. They have that ass kicking power on the 5th floor to send us to a security job.

Anonymous said...

Yep, thats why we'll be detroit in the near future. Crime is going up and no one in charge is willing to do an enforcement approach to stop it. Its all about the "hug a thug" approach to crime fighting.

Anonymous said...

I think we should let the police randomly beat the shit out of people for no reason. There would be a lot less walking around if an ass whooping was just around the corner.

Anonymous said...

Ya know, it wouldn't kill you guys to come out and support or defend your people once in a while when OCC or the media go on their wild goose chase. How about you start there Chief. Look at other cities where their Chief is a Chief of officers first. Put your politics aside for a bit and remember where you came from.

Anonymous said...

Who has been bullied for asking questions? The Chief has gone out of his way to be fair in his disciplinary actions, yet still we have the crybabies on Tony's KC. Do you want the Chief to engage Yael and the media? That's ignorant. That type of back and forth with people who have the ultimate bully pulpit with no rules they have to live by would not end well. Yael has no credibility anyway, so why engage him and give him any. Quit crying and get back to work!

If I had to quess, I would have to say these posts are done by the "All Knowing" Jabba "the Fucktard" Hundley. I dont think Forte can write a sentence like that, let alone speak it verbally.

So, Jabba, let's hear some more of your wisdom and thoughts how lazy the white officers and detectives have become within the KCPD.

Anonymous said...

And you think Hundley can? Have you heard him speak? You've got to be kidding!!!

Anonymous said...

If he speaks like he eats then he should be a supreme orator!

Anonymous said...

Don't worry guys...I won't be driving code one... and turn off that crap when you are passing my house. You know better than to wake up my family. (LOL)

Anonymous said...

You are barking up the wrong tree bud...its not the cops who aren't doing their jobs. Believe me, we all like going after dirt bags. Its the system AFTER the arrest is made that's letting you down. Probation...probation and when they violate that probation, they get more probation. Talk to your prosecutors and judges. THEY are the ones who have to be on board to send and keep these people in jail.

Anonymous said...

@ 11/4/12 9:18 AM

I understand by your post you supoort the chief and his agenda. So do I somewhat, but you need to wake up and it's not just "crybabies" as you so elgalently put it...

And talk about bulling? You might want to ask the Chief about this by stating in an open fourm he can read everyones email? All just to creat fear and distrust. Yeah, thus said BULLING or an Ass hole..

The pick is your choice.

KCPD is a big let down for the citizens of Kansas City.

True story 3:56. Everyone got word 2 weeks ago from undisclosed sources (well, lets just say a few commanders-amazingly 1 whitey and 1 black person)that Footae was having everyones email flagged that would hit on his homies and himself whenever their names were mentioned in an email. Also was told that he flagged the name OBAMA since there have been so many email jokes floating around about his (the chef) fearless leader and savior- Hussein Barack Obama....

GOD BLESS THE KCPD!! (EXCUSE ME WHILE I PUKE!)

TKC- YOU HAVE TO PUT THIS ON THE OPENING PAGE SO THAT FOLKS WHO HAVEN"T BEEN IN THE OFFICE OVER THE WEEKEND CAN TAKE A LOOK AT THIS AND ALSO ADD THEIR THOUGHTS.

Anonymous said...

What office? TKC is blocked at the KCPD... all those racy pics. Hey, I propose that we use lights and sirens anytime we are east of Troost!!!

Anonymous said...

there are open terminals throughout the PD. You just have to hunt around for the right ones. Your a dumbass if you post on TKC from one of them. You know everyone is flagged!!!!!!!!!
