Take a look at a controversy brewing within the KCPD which all of Kansas City will soon hear on local streets.

To wit . . .

KANSAS CITY POLICE INSIDERS NOTE CONTROVERSY REGARDING A RECENT DIRECTIVE ENCOURAGING THE USE OF SIRENS IN NON-EMERGENCY SITUATIONS - A VIOLATION OF A MISSOURI STATUTE!!!

This message is encouraging because it shows us that the KCPD rank and file are vigilant about upholding the law, even as it applies to them.

Here's the response to the directive . . .

"Take a look at yet another knee jerk reaction by Chief Forte. This email came straight from ########## in charge of the patrol bureau, which for those who do not know, (supervises) the marked cars you see on the street and who respond to 911 calls primarily. He wants Sergeants to respond lights and sirens on every call they go on, even if there is no emergency, all because the urban core will feel safer."

Now . . . Here's an explanation of how the Missouri statue in question . . .

"This is in violation of Missouri state statute 304.022 subsection 5, which states, 'the driver of any vehicle referred to in subsection 4 shall not sound the siren or have front red and blue lights on except when responding to an emergency call or in pursuit of an actual law violator.'"

Again . . . Here is the part of the message that reflects leadership controversy within the KCPD . . .

"This is what passes for leadership? The top cop who doesn't know the law, and all of his commanders too stupid or gutless to stand up and say "This isn't a good idea, Sir." Anyone wonder why morale is bad? There is no leadership! This is just the latest in a long list of new ideas he institutes that are baseless yet he says the reason its not popular is because we don't like change, well I say you be the judge."

Also during our meeting yesterday, it was decided that effective immediately, sergeants are to respond Code 1 on all calls they go on. Chief Forté said that people in the urban core like to hear police sirens in their neighborhoods because it makes them feel safer and that the police are more responsive. It also lets them know that if someone is committing a crime in their neighborhood, it is likely they will run away when they hear a siren. Please advise your sergeants and let me know if you have any questions. Thanks.

FYI...this is on all calls...even if the officers are requesting a sergeant for a field test...sorry to communicate this via email...the Chief has received some feedback from the community that they like sirens in their community...I know I am not doing the Chief's message justice; however, if you or your folks have questions, please do not hesitate to contact me

The only thing we know for sure is that there are very serious questions and concerns stirring within the KCPD. It's important for the public to see and hear about this debate that starts but does not end with more sirens blaring on Kansas City streets.

  5. Of course aside from the legal aspect with the state statutes, the liability of driving lights and siren to a non-emergency call places the dept and other motorists in a major insurance issue. Imagine being hit or running into a police sergeant who was driving lights and siren to meet an officer who simply needed a second opinion on a call. People will be crashing into police cars on purpose in order to get the payout from dept.

The truth is that we don't have the man power to get after it like we used to. Then you add the manpower drain from all these stupid fucking projects Darryl-licious dreams up and we're running with skeleton crews most nights.   18. This is another example of a "leader" favoring perception over actually doing something. To fix crime in KC, people would have to be told things they don't want to hear (ie get job, don't use drugs, don't have a dozen kids you can't afford, etc). No politician will tell the truth about this so instead we are stuck with gimmick fixes like this and other including the hot spot program and shot spotter. These gimmicks have no effect on crime, but bring serious questions on efficiency, ethics and legality of the decisions made by KCPD leadership.

  22. Lets take a look at the policing mentality. At times there are police cars all over in the neighborhoods. But I don't see them doing anything other than driving around. Why not? I asked around and was told the extra presence on the street was told to go talk to the community and build relationships. Not to stop criminals and take them to jail when appropriate. Well can't the leaders of the police see that is not working? How about telling your officers to do there job and put criminals in jail? People shooting people for any reason they think of is what is responsible for homicides. Many times the shooters and victims are responsible for other crimes as well as the homicides. Doesn't it stand to reason that if they are getting locked up for those crimes at a higher rate the homicide rate will go down? I've never seen a cop just driving around looking at people take guns or criminals off the street. Building relationships with the community is a very important part of the police departments job...but it is not the only job just PART of it. At the end of the day we won't see our city's crime rate lower until the department takes a stand and tells its officers to put the criminals in jail! I don't even want to start talking about having cars driving lights and sirens for non emergency purposes.

Its the system AFTER the arrest is made that's letting you down. Probation...probation and when they violate that probation, they get more probation. Talk to your prosecutors and judges. THEY are the ones who have to be on board to send and keep these people in jail.

    I get what you are saying, but you are failing to realize that officers want to put bad guys in jail. At least I do, its why I took this job. However the commanders and chief are pretty much making that impossible. They are worried too much about pandering to the community and being politically correct. Everytime you have a negative contact with a citizen, which is almost everytime you take them to jail, they file a complaint. When this happens every little part of your interaction is picked apart. Even if everything you do with the citizen is legit, they may look back and see that you turned your Mic off or rolled through a stop sign prior to the contact. This results in discipline and eventually the officer realizes that its just not worth it. Now this may seem silly to outsiders but time after time it breaks you down. Think about if every part of your job was on video and at anytime your boss could go through step by step and look to see if you maybe used an extra paper clip or didn't do something a certain way. It is this type of action that is breeding an environment in the police department to sit and wait for calls, and not actively seek criminal behavior. The department is broken but nobody cares!

    I was not attacking or questioning the officers on the street. I have met many good officers and believe they could be steered in a better direction. I don't understand the concept of addressing violent crime with a targeted approach of EVERYONE being there to talk to the citizens not committing the crimes. Last I checked KC was still ahead of last years murder count. I don't see how more cars with lights and sirens for no reason will fix violent crime. Make people feel safe by making the streets safer!

  29. By policy KCPD officers are not required to follow unlawful orders. This has to be the dumbest thing I have heard since footchase helmets. The ignorance of the chief is truly remarkable. The general public is guided by their perception of crime. The more police cars are driving around blaring sirens, the more crime the general public will perceive is occurring. Good move. It will be interesting to see how Darryl responds to the outing of his unlawful order. His arrogance will not allow him to admit fault. His days are numbered as this bad experiment is imploding. The parallels between Forte' and Obama are amazing. Both did absolutely nothing to get where they are. Once there, they are too arrogant and stupid to accept advice or assistance from others. After causing great harm, they will both soon be replaced.

  30. This is a flagrant abuse of authority by the Chief of Police. According to the Emergency Police Operations Policy 12-4 (which is conveniently located online for the community), it defines Emergency Operation/Code One as: An emergency police vehicle traveling
    with activated red light(s) and siren. Members will operate Code One on assist-the-officer calls, emergency calls-for-service, while in a vehicle pursuit or in any other situation when in the member’s discretion an emergency
    exists and such operation is reasonable and necessary. How is driving Code One to test dope an emergency or even reasonably necessary? If an officer requests a sergeant to ask a question, they are to now drive Code One, at the order of the Chief, which is in direct violation of the very policy for which Chief Forte has signed his name. This also goes against the Missouri State Statute mentioned above. Becoming Chief does not give you charte blanche to do whatever you like and ignore the very policies you set forth. The Chief and his "lackey" commanders, who are nothing more than yes-men, think they can do whatever they want and the officers will not question it. Chief Forte himself set forth leaderhip training where we were taught to stand up when we knew things were not right and went against policy and law. This is that time. Chief Forte is blind to the fact that he has NO respect from the rank and file. We will not do what he says, just because he says it and not question it.

Forte is all about perception with absolutely no substance behind it. It's why he wears a goatee & rides his motorcycle around shaking the hands of shitbags while ignoring the needs of his officers. He is the Chief Bishop of my generation of officers and history will echo his inadequacies and failures long after he's laid to rest.
