Remember that last week AWESOME TKC TIPSTERS clued us in to Mayor Funky's STUPID AND LAME Committee shakeups.
Well things are about to get worse . . .
CITY COUNCIL COMMITTEES ARE NOW GETTING SCREWED WITH BIG TIME IN ORDER TO MAKE SURE THEY HAVE LESS INPUT INTO THE BUDGET!!!
The process will effectively take the Council out of the game when it comes to the budget.
City Council folk will now be charged with nothing more than a minor recommendation.
The City Manager is (sorta) at the top of this pyramid. Yesterday, Joe Miller hinted at this new process on The KC Downtowner with a great story and he puts the blame on Cauthen.
But I think there's more than enough blame to go around.
Sure, it's scary that Chuck Eddy is going to have a huge say in the budget according to this plan.
But to lay the blame here completely on Cauthen might overlook an important function of the way the budget works . . .
MAYOR FUNKY IS SAID TO HAVE A MAJOR ROLE BEHIND THIS SCHEME AND HE DIRECTS THE ORDINANCES GOING THROUGH COMMITTEE SO THIS NEW PLAN GIVES THE CO-MAYOR ALMOST TOTAL CONTROL OF THE BUDGET FROM THE TOP DOWN!!!

What's scary to me is that Cauthen and Mayor Funky seem to be cooperating to come up with the most dimwitted budget process Kansas City has ever seen.
While the City Council has their head in the sand this new budget plan is a way to strip them of most of their power.
THIS IS MAYOR FUNKY AND THE CITY MANAGER ATTEMPTING TO REMOVE OF A GREAT MANY CHECKS AND BALANCES!!!
Even worse . . .
MAYOR FUNKY HAS ALREADY PLAYED GAMES BY ROUTING/RAMMING ORDINANCES THROUGH WEIRD COMMITTEES . . . THIS SHAKEUP WILL ONLY CONTINUE HIS PATTERN OF ABUSING HIS AUTHORITY AND PLAYING POLITICAL GAMES WITH THE CITY'S BUDGET!!!
In the final analysis this is Mayor Funky is responsible for this because the buck stops with him despite the fact he has never taken responsibility for anything during his screwed up tenure. City Hall people say this scheme was cooked up by Mayor Funky and will be carried out by Cauthen and it could be the start of one of the worst nightmares in Kansas City's economic history and one of the most insidious power grabs this cowtown has ever seen.

When you have Chuck Eddy leading finance and audit you know the citizens of Kansas City are going to get screwed. This only shows that Kansas City should not be involved in builing a 1,000 room hotel.

Message No. 2 from Council to Funkhouser: You are a fucking idiot. The last two budgets we adopted under your tenure were a disaster. Instead of giving you the chance to craft your own response to Wayne's incompetent proposal, we will give you our proposal and you'll have a hard time changing it.
Message No. 3 from Wayne to Council: You think you know what you want but you have not clue. I will indulge you and put your incompetence out front and center for the entire world to see.

Especially the half that only goes through KC on the way to the airport.
I bet there are tens of thousands of people who never leave Johnson County other than to get on a plane and go see their mothers in law.
