^The first question is was the stop lawful. The second is was the victim told he was under arrest. Why do White people always jump to the conclusion that the victim was resisting arrest? People have a right to freely move about this entire country. Police must follow procedure and the fact that they are being sued suggests that procedure may have been sudestepped.
