Had fathered multiple children by various women
Was on probation or parole
Was currently using drugs
Wasn't working because no one would pay him $15 per hour.
Maybe build a police station there. That will solve everything, including blight, evonomic development and perception by Whites. White people are the only thing that matters in this world. Make America Great again or White, which ever comes first.
