A controversial development stands in front of City Council today and voters on Kansas City's Westside are standing up against the gentrification effort currently vying for tax breaks and threatening to displace residents.

Remember that we offered EXCLUSIVE INSIGHT from community leaders on this project last week. Here's the crux of the argument:



Community note: "This Project should be held to CURRENT ZONING because that zoning best reflects the character of and best protects the Westside and is the result of an extraordinary effort which was supervised by City Planning Staff. It took over two years to complete; over 400 people participated in the process; with at least 8 large meetings; and small meetings on every block in the neighborhood. This process should be respected.

"The Westside underwent this downzoning because the development downtown began to overflow into the Westside and developers began proposing out of scale projects that put pressure on the single-family character of the Westside and threatened dislocation of the local Latino community.

"THIS IS ONE OF THOSE OUT OF SCALE PROJECTS ZONING WAS DESIGNED TO STOP."

  2. The plan is sketchy at best. Look closely at real estate prices, availability and housing stock in this area and you'll notice some pretty wild variations. The zoning is fine the way it is. If they're asking for TIF, they should abide by existing zoning rules. That's how the suburbs enforce their standard of living. The same should apply to KCMO.

  4. Increase supply by subsidizing something new, raise taxes on existing older apartment buildings. Then when the owners of the old buildings walk away from their property the city complains about blight that the city helped create.

Expect a motion to reconsider in the committee, where Kat will suddenly realize that the developers have bent over backwards to answer public concerns. Taylor will close discussion and call the question. Guess what happens next: Westsiders take it up the ass without as much of lube or a kiss. The citizens will scream and cry, but they are fucked. Kat sold her vote.

  13. I see both sides. The Westside underwent a long "downzoning" process, and made some bad choices, which have resulted pretty directly in increased tax burden for the fewer and fewer people living there, as well as contributing to the loss of the neighborhoods actual character (which was historically a dense, populated, actual neighborhood, filed with densely built single family homes as well as many multi-family structures, where residents could walk to multiple neighborhood amenities with ease). The Westside was never an Olathe-style neighborhood.

    They did it under the auspices of protecting their neighborhood from gentrification, but zoning for single family houses actually has the opposite affect, and leads to actual displacement (a fear that has not occurred in even a single instance in the Westside), especially of older residents, who invariably are moved to assisted living community which are (big, shocker!) dense, multi-unit developments, where older residents can get around without owning a personal automobile...

    But the residents there have made their decision to try to turn what used to be a neighborhood into a collection of mostly vacant lots with a couple million dollar McMansions strewn onto lots that used to hold 4 or 5 working class families, so that rich white people can live close to the activity of downtown, while working class residents are forced to find cheap auto-dependent housing further from their jobs and activity centers. Meanwhile, the vacant buildings that were going to be taken down to make way for new, tax paying residents, will sit idle and vacant for another 10-20 years, collecting graffiti and blight, contributing 0 to the tax base.

    That's the price of not wanting white people in "your" neighborhood. Bien hecho, Lado Oeste!

    11:04, Like I said, I see both sides. I don't think a TIF is appropriate for the development, but I also know that the TIF is not really what Westsiders are objecting to. A lot of the people who read this blog probably object to the TIF, but what Westsiders are really objecting to in this project, and with their down zoning, is new residents. The simple fact is that as much of a problem as over-incentivizing is in KC, it is not as big of a problem as urban core population loss. You simply can not maintain the infrastructure built for a much larger population without raising taxes significantly on those who remain. And if a neighborhood fights the addition of new residents to replace the ones who have left, the city needs to consider not maintaining as much infrastructure in that neighborhood. Perhaps the Westside, since it doesn't have as many citizens as it used to, doesn't need as many roads, sewers, streetlights, sidewalks, snow plowing, police and fire protection, bus service, etc. as it used to and those resources would be better focused on neighborhoods that are growing and embracing that growth.

    There were some really good comments about TIF and neighborhood development. What did I learn? I need to start asking some serious questions to council about their votes on subsidies. All the other local media is so pro-development, those questions are never asked.

  29. What you should have learned is the subsidies (like most subsidies for residential development in urban KC) are to pay for....PARKING! The number 1 fear of the Westside NIMBYs. People parking on "their streets".

    The developer even said, we can do this with no TIF, but only if we eliminate the off-street parking garage.

    all these glitzy projects are hollow, if you dont wanna work with private money, you gotta work with other people, i know westsider chicanos can think they are in some mexican mafia(some not all) however ripping up the character so yuppies can feel like they living in some hip haven for a few months then sell it is a slap in the face to your neighbors
