TKC NOTE: Tonight KICK-ASS TKC INSIDERS tell us of a sordid tale that consumes the political world of Eastern Jack and local politics this evening. Take a look:

BUSTED BOBBY HEACOCK CANNED IN METH TOWN TONIGHT!!!

"The Independence City Council just voted 5-2 to terminate the city manager Robert Heacock (remember he was the guy arrested several years ago for DWI and suspected lewd acts [nearly naked naughtiness] in his car) tonight. Heacock had come under increasing fire lately as he was seen as part of the "old guard" and suffered from poor job performance.

 This termination will have huge and unforeseen consequences in local government circles given that Independence is the second largest city in our metro. A quick glance at the losers: (1) The Levotas et al: The Levota's are facing a further broadside to whatever perceived political positioning and influence they have left. They, through their last standing ally on the council Chris Whiting, had worked overtime to keep Heacock in his job. In return, Heacock was instrumental in securing Phil Levota a questionable BIG MONEY "consulting contract" with no real job duties (we should all be so lucky).

 In the end, even Whiting abandoned the Levota cause and voted to terminate. Clearly, Phil's "consulting contract" will now be coming under additional scrutiny as the council turns its attention to further cleaning up after Heacock. Winners: Curt Dougherty, the little known council member and former state rep. It was Curt that organized the votes and kept everyone on track. The mayor, Eileen Weir, wanted Heacock gone but could not muster much courage when it was finally time to actually pull the trigger. It remains to be seen who the council will hire to replace Heacock, but the smart money is now on Daugherty becoming the fulcrum of power and influence on the council."

  3. Why is this such big news? City workers serve at the leisure of the council. Heacock was of the old guard and didn't fit in with the new council. And your TKC Tipster is showing his motives. Whiting did not try to save the city manager's job. Also Levota had nothing to do with it whatsoever. The only thing they did get right is that Curt Dougherty was instrumental in getting it done. Actually Attorney Ken McClain is the loser because he was the only one that wanted Heacock to stay. And btw Levota has had the lobbying contract, not a consulting contract, with the city for several years and the city manager has nothing to do with it.

  18. Heacock began sinking after he persuaded the city of Independence to spend money like drunken sailors. They built the I-70 retail extension. Then they built the events center. Then they built the Bass Pro park. Then they undertook a huge road project over by Centerpoint Hospital. The bass Pro area never developed as a viable revenue area and the I-70 extension is looking like a ghost town. Other than the Missouri Maverick's games the events center has been pretty much a bust at drawing concerts or revenue generating events. Both Blue Springs and Lees Summit effectively cut of the flow of dollars to Independence by building their own retail expansions.

    These areas in Independence were supposed to be enterprise tax zones, but as businesses left damn near as fast as they went in the City got stuck for huge (millions) in debt payments. Additionally there has been criticism that other areas in Independence suffered while following these aggressive plans.

    With no hope of impressive revenue from the bulk of these programs annexation just didn't pan out as a counter plan. Additionally there was the dream of a riverboat casino and when Sugar Creek and Independence started going it at it in the background the gaming commission suspended issuing any more gaming licenses in Missouri. Sugar Creek has now annexed the prime river area of potential casino properties. Soon the city has got to work out a plan that is probably not going to be very palatable for the tax payers.

    The city manager can claim he could not have done it without the approval of the council, but there is little doubt he was orchestrator of the pitches that created much of the mess. At a minimum he is about to become one of the scape goats. Welcome to local yokel politics.

  26. 9:13 got it right. Independence is in poor financial shape and the citizens have had enough of their sales tax increase scams. Local elected officials are often in over their heads when it comes to finances and big projects but it seems they finally realized how badly the city was screwed. The city needs to hire a detail oriented city manager who wants to run a city, not spend his time at ribbon cutting ceremonies.

    Independence, Mo.
    The Independence City Council voted Monday to terminate the contract of City Manager Robert Heacock, who had held the position for nearly 11 years.
    The City Council held an executive session late Monday afternoon.
    According to a source, the vote to terminate was 5-2, with Council Members Marcie Gragg and Karen DeLuccie voting in dissent. Mayor Eileen Weir and Council members Curt Dougherty, Chris Whiting, Scott Roberson and Tom Van Camp voted for termination.
    Heacock had been the assistant city manager 1998-2004 and was acting city manager following Larry Blick’s retirement for a few months.
    The City Council has appointed Deputy City Manager John Pinch as the acting city manager.

    City of Independence Announces Separation of City Manager

    (INDEPENDENCE, Mo.) Tuesday, August 11, 2015 – Mayor Eileen Weir announced today the separation of City Manager Robert Heacock. Heacock has served as City Manager since September, 2004. Prior to being named to that position he served as Acting City Manager (2004) and Assistant City Manager (1998-2004).

    The City Council has appointed Deputy City Manager John Pinch to the position of Acting City Manager.

    The City of Independence will have no further statement.
