Terry Rynard, deputy director for Kansas City Parks and Recreation, needed a place to crash because she was recently hired on from a much nicer climate in Florida . . .
Now, for some reason . . . Kansas City purchased a REALLY nice house on 7442 N. Brighton that's kinda like a country manor.
Check the Zillow listing that shows the property listed @ $399K not so long ago.
The rent range is anywhere from $1.3K to $2.4K per month according to online estimate.
Some description of the estate:

KICK-ASS TKC TIPSTERS SHARE THE RENTAL AGREEMENT WITH OUR BLOG COMMUNITY REGARDING THIS QUESTIONABLE KANSAS CITY REAL ESTATE DEAL!!!
Kansas City doesn't usually buy houses and the city clearly has a lot to learn about the landlord game.
From this contract it looks like KCMO is only charging the deputy director of Parks $715 per month.
That's a quite a cut rate price considering that the salary for Ms. Rynard's position is listed at six figures and then some.
Here's the just a bit more proof that the director was informed of this deal that doesn't really work out in Kansas City's favor.
Why yes, we even did a scant bit of research in order to confirm that, yes, Kansas City owns this property . . .
Now, to top it all off we even tried calling down at the Parks Department for a quote but it's mid-morning and NOBODY is answering their phone . . . They're probably blogging or checking social media too.
In any event . . .
HOPEFULLY THIS INFORMATION WILL INSPIRE QUESTIONS ABOUT WHY CITY HALL AND THE PARKS DEPARTMENT ARE GETTING INTO THE REAL ESTATE GAME AND LOSING BIG ON THE RENT FOR THIS NORTHLAND COUNTRY ESTATE!!!
From these documents it's clear that they might need a bit of help when it comes to turning a profit OR TKC totally needs to ask for a similar discount so I can fulfill my dream of living in one of the giant statues at Penguin Park.

ReplyDeleteIn this case, the employer discounts the price of the rent as part of the compensation package. Its no different than deferred comp, insurance, or car allowance.
The employee would have to claim the difference between what she pays and market as compensation.
There are two noteworthy elements to this and Tony has missed both in his zeal to bitch.
First is, a contract with a deputy director rather than a director. Second, the listing of the director as a copy does not mean that was ththe first time he know about it.

Most of these directors would be in over their heads as assistant managers in the day shift at a McDonalds. Also I would bet that no income is placed on this employee's W-2 for bargain rent.

ReplyDeleteThe below-market-rate deal is definitely inappropriate, but take a look at the aerial photos of the property. She's not exactly getting a mansion. It's a rather crappy looking raised-ranch with stuff everywhere. The electric gate is best looking part of the property.

ReplyDelete1. Review the P&R's departmental budget and verify that the difference between what she's paying for rent and market rate is reported as labor costs.
2. Review her employment contract and verify that the difference between what she's paying for rent and market rate is reported as part of her total compensation package (and W-2'd accordingly).
If both conditions are met, it's still a little sketchy but who would expect anything less from KCMO. If either isn't happening, then it's not only wrong but likely illegal.
Dig a little deeper. She's not the only one. There are other things in the Parks Dept that make this seem trivial. For example, we pay taxes to maintain the Zoo, Starlight Theater and the Soccer Village. They are run my private companies and return NO money to KC. Where can I get someone to pay my expenses, provide the facilities and let me keep the profits?

ReplyDelete1. This property was purchased by the city due to the N. Brighton road widening project and has sat empty for around one year. The house will eventually be torn down to make way for road construction. At least now the city is making some money off the property as it waits for construction to start.
2. Ms. Rynard grew up north of the river and graduated from a local high school and was inducted in that school's sports hall of fame. She began working with KC Parks and Rec in high school and for many years thereafter. She moved on to two other major cities' parks and rec departments. She had the opportunity to return to KC parks and Rec about two years ago and we are extremely lucky to have her talents here. In 2014 she was recognized as one of six women in significant leadership positions in city hall. Get your facts straight before you go jumping to conclusions!
7:40. She has been back for two years now And makes over $100,000, time to grow up and get her own place. SHE CAN AFFORD IT.

ReplyDelete7:40, can you explain why she was sued by a management employee, agreed to settle and the employee kept his salary and got a better job? Why are employees who are good employees complaining nonstop about Rynard and transferring and resigning in large groups. She's bad for the department.
Lastly, where was the Park Board on this deal? Do they even know about it? If they did, maybe their pre-signed resignation letters to the mayor ought to he dusted off and submitted. Maybe McHenry ought to retire too.

About 25 years ago there was articles in the Star about the Park's Dept renting well below market houses to employees. There was a fellow who kept going to the Park Board meetings complaining. The Board finally developed a policy to address the issue. The Star in those days was a real news paper and kept the heat on the Park's Board. That fellow who kept showing up and raising the issue.should get back in the game.
