For Sunday let's examine a Kansas City budget fun fact that has been heretofore overlooked . . .

KANSAS CITY INSIDERS ARGUE THAT CITY HALL MUST REFORM KCFD OVERTIME PAY IN LIEU OF RECENT JOB CUTS AND A WAGE FREEZE THREAT!!!

Moreover . . .

$6 MILLION WORTH OF KCFD OVERTIME BURNED OUT OF THE GENERAL FUND HAS BUDGET WATCHERS FUMING MAD!!!

Here's an explanation . . .

City Hall Insiders tout a need to reform the KCFD overtime process which is currently contributing to a $6 million shortfall out of general fund (out of $20 mil overall). The main thing THEY are going after is the 15 minute rule wherein firefighters have 15 minutes before their shift starts to cancel leave. Our cursory understanding: A firefighter requesting leave gets another firefighter to fill in for him/her and if circumstances change and they cancel their leave request within 15 minutes before their shift starts . . . Both firefighters get paid. Apparently, this process is creating more than a bit of griping among city hall budget watchers. Now, this might be a very simplistic way to frame a larger public safety debate about funding but it remains one of the prime examples of KCFD overtime largess that needs to be reformed.

Now, we've reached out to KCFD Insiders for an answer on this one and so far we haven't heard back but during election season don't expect for politicos to take on the FD when their support is crucial.

  2. As I said before, investigate the $750,000 Mayor's Night-Club KC-Night Hoops. It is a kickback scheme. Each year they put the program up for RFP bid but they never awarded to any new individuals or organizations. They continue to give it to an inside organization.... I know this first hand. In fact one organization offered to run the program for free and was denied. reason they was denied is because then the city officials running the program will have to account for the $750,000..... This is how the scam works. The individual overseeing the program contacts close friends and have them submit a bid for the RFP. They then provide them with all of the information that they need to meet the criteria's of the RFP. The bidding organization place a bid and kickback compensation to the city official. Ask yourself how does it cost $400,000 to run a 3 month program when all that the program offers is teens coming to Brush Creek Community Center for a 4 hour party. The host organization pays the DJ and a few staff members. Security is provided by KCPD and the facility is free through Park and Rec. Last year alone, a guy received $370,000 for the program...... I urge everyone to call 816-513-7500 and demand all bids be made to public and petition the program. Trust me I know this information first hand.

  8. The entire current fire protection system needs to be rethought and reorganized.

    It makes no sense whatsoever, to tax everyone for a service which the majority never use. Yes, I understand the argument that even if you're very careful and never experience an accidental emergency, your neighbor next door might have a fire which affects you. To which I respond, that's why I have insurance.

    Did you know that if I fall asleep while smoking, and burn my house down before the fire department can extinguish the flames, the fire department (publicly funded) does NOT file a claim against my insurance carrier to recoup their costs?

    Likewise, the police department won't file a claim against a drunk driver's insurance company after they crash into a police car. Does that make any sense to you whatsoever? It's because government funded by the people's money is inherently inefficient and wasteful.

    I would further extend this same point of reasoning toward taxes for public schools, and many other municipal services.

    Consider the following dichotomy:

    1) An elderly couple, retired, with no children in public schools, living in a nice home which they've paid off, follow all the laws, are careful, and carry insurance. The police and fire department haven't been called to their residence in decades. Because they've worked hard all their careers and have nice property, they're penalized with much higher property tax bills. They actually subsidize those in their community who regularly use public school, police and fire services.

    2) A single mother who doesn't work, has six children in public schools, who rents an apartment, carries no insurance, owns little taxable personal property, and whose residence frequently receives visits from police and fire services.

    How is it considered legal, just, and equitable to allow such a corrupt system to exist? Good behavior is penalized, while bad behavior is tacitly encouraged and subsidized.

  16. everyone knows that the fire dept runs city hall. they dont care if other city employees receive a raise or not they got the mayor in there hip pocket where is the auditor from the state checking on the mayors office and fire dept city employee who hasnt had a decent raise im 10 years we are gettihng tire of collecting the crumbs from the fire dept

  32. Since the FF's have a lot of down time during their shift they should do basic paper work and Customer service phone answering for other depts. Their time could be more effectively utilized. Let me put some to work. Plenty to do over the whole city. Not enuf people to do it. BWHAAAAA- we got part time staff now!
