This morning a local police building hosts the first Kansas City budget meeting. So far this year our Mayor and Council aren't making a big deal of the event. Remember, not so long ago our elected leaders at City Hall took a great many questions regarding the process and now amid election season the budget debate has been subdued at best.

However . . .

Thanks to the most KICK-ASS TKC TIPSTERS we've obtained a document that's being distributed throughout inner-city calling out local budget cuts and their impact.

The AWESOME TIPSTER SEYZ: "These cuts are nothing less than callous. They show a total disregard for the rest of the city reveal that our Mayor and most of council members have completely lost touch with voters."

Don't take the word of a blogger or a tip sheet for granted . . . Do some research, TAKE A LOOK AT THE BUDGET ONLINE and fact check some of these verified complaints from the urban core.

But make no mistake . . .

RIGHT NOW FRUSTRATION IN THE URBAN CORE AND THROUGHOUT THE INNER CITY IS MOUNTING AGAINST KANSAS CITY POLITICOS WHO PRIZE PONZI SCHEME DOWNTOWN DEVELOPMENT HYPE ALONG THE TOY TRAIN STREETCAR LINE ABOVE ALL ELSE!!!

2015-2016 Budget Inequities and Injustices

Kansas City, MO Proposed Budget strikes hard at Poor, Minorities and Middle-Class

- Women, Infant and Children (WIC) program coordinator at Health Department position eliminated. You will no longer be able to receive WIC services at Health Department (Page 121 City Budget)

- $2 million dollar reduction for KC health centers, hospital services and safety net care providers. Truman Medical Center will lose over $1.5 Million in funding. Children's Mercy loses $100.00 (Page 133)

- Mayor's Office full time position increased from 15.0 to 18.0 in FY 2015-2015. In FY 2013-2014 the Mayor's fofice was allocated 13 positions. (Page 99)

- Position from the City Clerk's Department eliminated $30,000 and transferred for inaugural celebration event. (Page 97)

- MBE/WBE program funding decreased from $478,291 in FY 2014-2015 to $214.683 in FY 2015-2016 Budget (Page 81)

- 85 positions eliminated. 25 of those are employed now. ONE YEAR salary freeze for all employees. (Page iii)

- $464.600 removed from the Youth program. Eliminating Summer food-service feeding program. (Page 145)

- Abandoned vehicle towing fees increase from $240.00 to $265.00 per vehicle tow (Page 145)

- $1 Million increase fro maintenance at Swope Soccer Village (Page 153)

- $282.000 to open a NEW court room, $95,418 removed from the Indigent Legal Defense Program. (Page 199)

- 7,500 Indigent Clients were represented tin FY 2014-2015 (Page 198) How can we serve the same number with a new court division opening and over $95.000 in funds removed from the budget???? (Page 198)

- $125,000 in funds removed from the American Jazz Museum (Page 105)

- Increase in electric, gas and water bills are projected for 3.5 percent. The increase utility tax is estimated at 3.9 Million dollars. (page 15,39)

- $1,774,500 in funding for Street Car Improvements (Page 79)

- 30 Civilian Positions from the Kansas City Police Department will be eliminated (Page V)

- Police Mounted Patrol will be downsized from 10 positions to 7 positions. (Page 213)

- Water rates WILL rise 3 percent; Waste water rates WILL go up 13 percent. (Page xii)

Water bills have doubled in the last 5 years - KCTV5. In 2012, the KCMO Water Department had $13 Million in unpaid bills. In 2015 - The Water Department budget claims $19 million in unpaid bills. Fees on late bills to into a fund to help those who can't afford to pay their water fees.

- Property taxes budgeted to increase by 1.5 percent per year (Page 8)

-$4.4 million in debt service and $2.8 million rom Finance Department bduget to the Streetcar Authority. $2.1 million will be transferred from KC Area Transit Authority Sales Tax To Street Car Authority (Page xi)

This year there are only 2 city-wide budget hearings:

The first of two public meetings is Saturday, Feb. 21 at the Regional Police Academy, 6885 N.E. Pleasant Valley Road. The second is Saturday, Feb. 28 at the Southeast Community Center, 4201 E. 63rd Street. Both sessions are 9 – 11:00 a.m.

March 4, 18 and 25, 2015 Finance, Governance and Ethics Committee hearings on the Budget.

March 26th, 2015 The budget is scheduled to be adopted by Mayor and City Council.

  2. This group hate KCMO employees, but there is no better way to ensure a crappy workforce than freezing of salaries.

    "Best swimmers are the first to leave a sinking ship".

    The big picture of municipal cities, well run municipalities range from stabilization to positive projections. KCMO is about where most of their peer cities were in 2010. What is more concerning, is that the CM's sole strength is budget and finance.

    Having a positive dialogue about the lack of talent in leadership in Kansas City seems elusive. Too many long tenured yes men drawing $140K a year telling the public that IT cable is our answer to economic development.

How utterly incredible, they give enormous tax breaks to companies like Burns & Mcdonnell, JE Dunn, Rosie Privetere and then wave a banner that it will bring in 30 - 40 jobs! it just so happens that these are jobs that no one in KC really qualifies for all we get is the tax burden, then you have soccer stadiums that Cindy Circo built with TIFF money and they get a million dollar bump up but cut health care to the Indigent? food programs to the youth? increase in utilities and property tax on the very people that are burdened with the tax breaks given to these big companies?

    Our congressman is hustling fast food joints to pick up the difference because we cant get manufacturing or decent jobs into this shithole because they are being hustled by KCK and if you take a hard look at your kcmo chamber, they are KCK residents

    You would think the people who have stolen money hand over fist on the MBE/WBE program would be howling like scalded dogs, KC didnt add the several million dollars for their diversity study they are in the middle of, MODOTS from last year was of no value to them (but we spent several million for that) and the 6 month old Jackson counties diversity study was of no value to them (they spent millions of tax dollars for theirs also) and its of no value to KC because that study was mirrored from the KC information!

    If you arent afraid of a LOCAL government that is looking you right in the face and telling you "to fucking bad"! then you deserve everything you get! you watch as people try and stand up to these common fucking thieves like Circo, wagner and the rest of those common crooks at city hall and laugh when they drop then complain when the eye is turned towards you and all you have left is this fucked up racist blog thats put together by a fat racist mexican out of his mothers basement.

  7. The city is in for a very long road. Making deals to pay a pension obligation, and then freezing salaries to to pay for intentionally underfunding the pensions. The city has been sued once and paid out. They shouldn't be suprised when they are sued again. This time though there won't be a compromise.

    The City's already done that. You must not have seen what happened to property owners where the new East Patrol project is being built. You'll be hard pressed to find any displaced homeowner there who has anything good to say about the City.

    They took those people's homes at gun point and then threatened them with eminent domain. Those tactics are already in play by the City.

How much could have been done to improve the quality of life for the residents that live in that area. this is the most asinine bunch of idiots ever.   20. Just after Sly ws elected he held a picnic for city workers and told them how important they were and how much he supported them.
    Then the next morning, the Chamber swells, development attorneys, and other assorted insiders showed up at his office door, and he's never looked back.
    He's not the mayor. He's a flim flam carnival barker selling the latest elixer scams and funding it all on mountains of debt.
    It's going to be another very long four years for KCMO residents and taxpayers.

  21. As I said before, investigate the $750,000 Mayor's Night-Club KC-Night Hoops. It is a kickback scheme. Each year they put the program up for RFP bid but they never awarded to any new individuals or organizations. They continue to give it to an inside organization.... I know this first hand. In fact one organization offered to run the program for free and was denied. reason they was denied is because then the city officials running the program will have to account for the $750,000..... This is how the scam works. The individual overseeing the program contacts close friends and have them submit a bid for the RFP. They then provide them with all of the information that they need to meet the criteria's of the RFP. The bidding organization place a bid and kickback compensation to the city official. Ask yourself how does it cost $400,000 to run a 3 month program when all that the program offers is teens coming to Brush Creek Community Center for a 4 hour party. The host organization pays the DJ and a few staff members. Security is provided by KCPD and the facility is free through Park and Rec. Last year alone, a guy received $370,000 for the program...... I urge everyone to call 816-513-7500 and demand all bids be made to public and petition the program. Trust me I know this information first hand.
