Operation Ice Melt nets arrests in northeast KC

Police, prosecutors and federal agents teamed up for the start of what KC NoVA calls Operation Ice Melt.

"You continue to engage in violence and we will meet you with all we've got," said Jackson County Prosecutor Jean Peters-Baker.

Groundwork for the operation began months ago when KC NoVA got messages to the people causing or influencing much of the mayhem in Kansas City's northeast neighborhoods, offering them assistance if they choose to turn away from crime.

Those people were encouraged to share the offer with their cohorts.

Operation Ice Melt enforces on Northeast group

A group enforcement action initiated Tuesday by the Kansas City No Violence Alliance (KC NoVA) has netted nearly 55 arrests and numerous other law enforcement actions, including the closing of nine properties associated with Northeast group members’ criminal activity.

Kansas City Police Department officers, members of the Jackson County Prosecutor’s Office, DART inspectors and other law enforcement officials focused Tuesday on members of Northeast groups that have been connected recently to violence, according to Major Joe McHale, project manager of KC NoVA.

McHale detailed that 54 city and state arrests were made Tuesday, 39 warrants were cleared and 15 new charges were filed, including felony eluding. Six firearms were recovered, including two reported to be connected to a possible violent crime and a variety of drugs, including a pound of marijuana, were recovered. A large amount of stolen property also was recovered.

In recent days as part of Operation Ice Melt, Jackson County prosecutors have filed 13 criminal cases for drug possession and tampering, three more serious felony cases for Resisting Arrest, Assault 1st Degree, Armed Criminal Action and Unlawful Use of a Weapon. Two criminal cases are also being submitted to federal prosecutors.

In addition, bond has been revoked on two members of the Northeast group, nine properties were closed and posted on Tuesday by Jackson County DART (Drug Abatement Response Team) because of numerous code violations that rendered the properties uninhabitable. Legal steps were also initiated Tuesday by the prosecutor’s office to evict two residents who were engaged in illegal drug activity. Any illegal cable hookups are also being investigated.

Group enforcements are a key focus of the KC NoVA effort to reduce violence in Kansas City. Members of groups associated with violence are engaged before any enforcement and offered services and other help. They are also warned that if anyone in their group is associated with violence, an enforcement action will result against all members of their group.

“They were offered anything we could do to help them choose a different path and to interrupt a cycle of violence,” said Major Joe McHale, KC NoVA’s project manager. “Instead they chose violence.”

McHale noted that the goal of KC NoVA is ensure swift and certain consequences for any person who fails to heed warnings to stay away from violence.

In a press briefing before Operation Ice Melt, Jackson County Prosecutor Jean Peters Baker stated that key law enforcement agencies are working together to focus their best efforts on the persons responsible for violence in Kansas City. Anyone associated with violence should be warned that “we will meet you with all we’ve got,” Baker said.

KC NoVA is a collaboration of law enforcement and community leaders, including Police Chief Darryl Forte’, Jackson County Prosecutor Jean Peters Baker, Mayor Sly James, U.S. Attorney Tammy Dickinson and UMKC Chancellor Leo Morton. KC NoVA targets reductions in violent crime in Kansas City, especially homicides.

  36. all in all, on its face it sounds like a success. nothing ground breaking, but the idea of focused enforcement on known criminals is a good one. good old fashioned stake outs and investigation.

    no homeruns in that list though. one pound of marijuana, two baseball bats, and illegal cable hookups? the feds broke up the Diaz family 2 weeks ago and got hundreds of pounds of drugs (meth, weed, and coke).

    kind of hard to believe there was too much resisting of arrest, thats like saying the rollie pollies resisted when they rolled up into balls.
