Today, a smallish City Hall meeting could soon decide the fate of another micro-taxing-district for Kansas City's pricey toy train streetcar.

MIDTOWN KANSAS CITY RESIDENTS WARN: NEW MAIN STREET CID BOUNDARIES SEEM SUSPICIOUS AND PROBABLY PLAY A BIG PART IN YET ANOTHER UPCOMING TOY TRAIN STREETCAR EFFORT!!!
MainCor has always been compliant with just about every horrible idea from City Hall but this new project seems drawn around the last vote which soundly defeated the toy train Phase Deux. In fact, this carefully selected AND SOME WOULD ARGUE GERRYMANDERED sliver of land pretty much focuses on yes votes for the last failed election.

ReplyDeleteMain Street currently has a CID. The proposed boundaries were expanded down a couple of east west streets, but other than that, this is a renewal of an existing CID.

ReplyDeleteThe Morningside Neighborhood Association is also trying to establish a CID. It is allegedly for neighborhood improvements and a way to force people to pay homeowner dues. Bit it's really the beginning of expanding the streetcar through Brookside.
ReplyDeletePeople don't realize that once these CID's are in place the board members can do anything they want with the money without asking the taxpayers. And they can increase the amount levied on the property taxes at will.
CID's are very very dangerous.
If the council persists in perverting the CIDs maybe its time for a petition drive to require a citywide vote for their use.

ReplyDeleteI thought my neighbor was lying but that map has been drawn to exclude certain houses. The vacant lot across from the gas station on Main Street gets to vote nine times because it is actually nine vacant lots.

After all the defeats on the Light Rail/Streetcar votes why don't they understand? They think they are better than the voters and are going to have it their way no matter what. Voting doesn't seem to count anymore.

ReplyDelete2:21 is right about CIDs, but for all the wrong reasons.
ReplyDeleteResidents and businesses pay property taxes, earning taxes, sales taxes, and other fees to municipal government with the reasonable expectation that they receive some level of city services in return.
In KCMO, since most of that money is siphoned off for one glamour project or another, or lost in the maze of subsidies, abatement, TIF, and other giveaways, residents and businesses are then "granted the opportunity" to tax themselves AGAIN for the basics the city's "stressed budget" just can't afford.
CIDs are for saps.

ReplyDeleteA CID is actually not formed by the city. They're formed when > 50% of the property value owners in the area petition the city to form such a district. Without that approval nothing happens.
And guess what, if those property owners want to pay for a train with a tax, that's 100% legal.
Isn't that exactly what this site wants, for the cost to not be covered by people who won't benefit from it?
This would be everything this site aimed for.

ReplyDeleteThe problem comes with the annexing of contiguous properties by the CID. After they are set up and running they can do just like the City Hall does --do what ever they like.
