KICK-ASS KANSAS CITY INSIDERS OFFER DETAILED EXPLANATION OF RECENT TROUBLES @ THE EDC!!!
The story starts with a lot of staff turnover amid new leadership and a tragic diversity initiative that hasn't created anything but hard feelings.
Now, check the main point to an upcoming controversy that's sure to screw up this town's financial situation even worse. . .
"The accounting staff was a major strength for the EDC just three years ago; unfortunately, it is now a major liability. The EDC used to have CPAs on staff, including the former Controller. All of the experienced and qualified accounting staff, with their invaluable institutional memory, have fled or been driven away by unprofessional and discriminatory behavior.
Ask about the episode when a manger literally yelled "F#ck you!" at the staff (the Mayor's staff knows about this one). How do you keep your job with that kind of behavior? The management and accounting staff have sent bond payments to the wrong bank, sent late bond payments, they're months behind paying the EDC's vendors, and can't seem to bill any of the developers correctly or on-time (or at all?). The TIF Commission wouldn't even vote to "accept" the financial report at this past TIF Commission meeting, much less actually "approve" it. Money that was deposited for specific projects has been moved around to pay for other expenses. You should ask about the $100,000 worth of checks that got lost in-house. TIF revenues generated by one project can only be used for that specific project...except for the accounting staff that uses TIF revenue to pay for EDC expenses because they can't manage the EDC's cash flow . . . The EDC had to hire an outside accounting firm to help the accounting staff pull together the information for the annual audit...but only did so after the auditors walked out because EDC accounting staff couldn't provide much of the basic information needed for the annual audit. The audit, which is now at least 1 - 2 months behind schedule, is going to be very ugly.
The City is about to take over the TIF accounting, although the EDC's Board is going to try to paint it as a "proactive move" to allow the EDC to concentrate on its' core mission (which seems to be covering its' a$$, lately). The EDC accounting function has nothing to do with the EDC's "core mission," except in the ways it hinders its ability to pay for things in a timely manner! How embarrassing will it be when the EDC's consultants and vendors refuse to accept new projects or orders because they haven't been paid for work or products they've already delivered?"

To expect a good result from the current crop of clowns is delusional. That being said, the people voted these people in and returned them all for a second term. Sad as it is to say, the people are getting what the people deserve.

for God's sake DO NOT turn the TIF over to the city. The city has its hands in there way too much now. The mayor and City Council are able to manipulate the TIF plans now and misappropriate the funds. (Winchester TIF-Swope Soccer) Just a bunch of crooks. I so hope they audit all of this from the EDC, TIF and city involvement.
ReplyDeleteThe alphabet agencies including TIF, have been fighting with EDC to continue to operate independently as they have in the past. That was a cluster. So Tony being the willing douche he is publishes somebody's invective (probably Tom Trabon) as gospel. Note the slam on diversifying the workforce at EDC. Readers (except for N-word boy) should find it amusing that a blog hosted by a minority is willing to give play to that bs. Frankly, its a bureaucrat fight of little interest except to a limited number of development wonks.

ReplyDelete9:50 a.m. Your spin sounds as if it came right out of the mouth of one of the mayor's flunkies. The article written by Tony is spot on! He describes the EDC very accurately as it operates today. This is coming directly from someone inside of the organization.
ReplyDeleteHowever, he stops short of telling the whole story. The portion about diversity, high rate of turnover is all true but simply excess noise the crux of the matter.
Commenters have suggested that Pete Fullerton and Heather Brown Johnson should be terminated. Agreed, but so should the Chief Administrative Officer and the Controller. But wait, there are others much higher up the food chain than the staff - Bridgette Williams and Clyde McQueen for starters.
But alas, aren't they just really chumps of the Mayor? The real prize here folks goes to the City and ultimately the mayor's pet projects. The prize is called the TIF Special Allocation Fund (SAF). This is money collected from he taxpayers that should ultimately be paid out to development projects. At any given time it amount to about 50 Million Dollars. City Hall has just been given the keys to the "social security lock box"!
Taxing jurisdictions mat think this is better than EDC but the truth is you have just been "had" by City Hall. All the work you have put into reining in TIF will now be destroyed. Bad information is one thing, but no information is another!
Why not drain the swamp and fix things instead of covering it up and making it worse by moving it to City Hall? Things are moving in the direction of being criminal. Remember a few years back when the City owed TIF $15 Million for an "historical liability"? The City then had to get a loan from the Aviation Department to pay it off. Yep, this is the same gang that will be handling the SAF now.
Drain the swamp! Start with Bridgette and Clyde. Then get T'Risa (Bridgette's relative), Pete Fullerton, and the

Wait! Check out the Mayor's press release. Two new TIF Commissioners, Troy Nash and Cindy. Oh, and a new deal for PILOTS to be only 50%. What that means is the the taxing jurisdictions sold out to City Hall. They get to keep more of their money on future TIF projects in exchange for City Hall getting their hands on the Special Allocation Fund. The fun times keep rolling on!

I have come to believe that Chris Hernadez and other city PR flacks are posting the racist and offensive messages in order to divert attention from the substance of the issues raised. Chris stop! The EDC is broken and the Mayor's plan is nothing more than a band aid on a severed limb. Moreover, appointing a current council member and an active developer to the TIF Commission shows an unheard of level of arrogance. This conflict of interest adds more urgency for a federal investigation of how funds have been handled.

Fullerton was appropriately suited for a 2 person shop in Platte County, but he does not have the game to play at this level. His predecessor is that empty suit who fell into planning because he could not land anywhere else. Kazmarick was capable, but he was balled up by the City, and their interest to take over the EDC.
