The government of Kansas is in the gambling business, being the operator of the Kansas Lottery. When I lived in California, I and my friends bought lottery tickets all the time, because we frequently won modest payouts (of, say, $20 to $100). I don't know anybody who plays the Kansas Lottery. Maybe it's because the Kansas Lottery has much worse odds.
