KC Biz Journal reports even more secret dealings: "The Kansas City Streetcar Authority Inc. may be close to picking an executive director. On Thursday, Tom Trabon, chairman of the nonprofit body charged with managing the day-to-day operations of the streetcar line, said the authority will present a nominee for its executive director position during a closed session meeting on Monday."

So an unelected appointed board meets in secret to hire an employee who will be paid by and is assigned to manage an operation that is paid entirely by taxpayer money.
