I lived next door to Sylvia Seegrist. She had been treated for years for mental problems. Her mother tried to get her help but was told repeatedly by authorities there was nothing they could do until she hurt someone. So despite trying to choke her mother to death, she passed the background check.
She then bought a gun, went across the street to the mall and killed three people.
