    9:37, it's not quite that simple. The legislation in Missouri and those other states that have tried this aims to nullify federal laws that are beloved to be in conflict with the second amendment. Right or wrong, they are grounded in a belief that such a conflict exists. The federal law that makes marijuana illegal is not an amendment to the constitution (as was the Volstad Act) so, in a round about way, it's harder to nullify at the state level because marijuana use is not protected by the Constitution.
