And while there's an intense debate regarding the effectiveness of community-based solutions aimed at addressing the root causes of violent crime . . . Serial murder is another story altogether.
LIKE IT OR NOT KANSAS CITY'S CULTURE OF VIOLENCE AND DEATH IS SPINNING OUT OF CONTROL AT THE OUTSET OF THIS YEAR AND THE EMERGENCE OF A "JACK THE RIPPER" KILLER IS EVIDENCE OF THIS FACT!!!
