    City hall can't even figure out how to open a brand new 27,000 square ft animal shelter that's been sitting empty since July 2012. For that matter they can't even fix a simple water leak on time. They can't even spell Finance right on a city envelope. Etc, etc.

    Do they even know how to balance a checking account?
