I am all for Kemper and keeping it here! I could give 5 shits less who occupies it as long as it gets to stay. Actually city hall should have relocated there and the now occupied city hall should be converted into an anex of the city jail.

This appears to be smoke and mirrors in the form of a signature page. As a business owner, I would never extend trust to these two operators who have a history of being sued for non-payment of debts and other moral hazards. Based on that experience I would opine that Mr. Ploeger and Chris Moreno could easily be front men for other actors who actually maintain ownership and control.
