There's a lot to review here and somewhere I even thought I saw the term "Gaming Establishment" but I'm sure that was just my imagination or just a simple definition of terms. Still let's look at these documents one at a time with link goodness:

Take a look at the budget spreadsheet for the new plan . . . It's kinda boring but great for an overview of the BIG MONEY at stake.

And then . . .

The amended and restated Three Trails Plan brings us up to speed on life after the Wizards/Sporting KC no longer represent a viable option. There are some drawings and a LOT of speculation about paying for this South Kansas City monstrosity. On the bright side, they didn't have to rewrite the part about knocking down Bannister mall.

Here's some of he mission statement I pulled from that document which reads as if it was written by the money-hungry zombie ghost of Mother Theresa.



Finally . . .

Check out the benefit analysis updated just this March . . . The Good News is that this project really looks to start paying for itself around 2034. The cost/benefit analysis is spread out over Hickman Mills, KCMO, Jackson County and the library.

It's all interesting afternoon reading that makes the current lunar landscape look-a-like that currently occupies the space seem downright serene.

I'm curious to see what some of the more astute TKC readers think of this old school TIF-HEAVY project recycled and ready to face our New Mayor and City Council once again.

  2. Will never happen...these are the same guys who were going to redevelop the Plaza Holiday Inn and just flipped the property after getting TIF approval, and walked away with the value of the TIF...it's a scam KC, don't fall for it twice.

  6. Even though this states Gambling Establishment in the context of current State statute, I believe it would be a Indian Casino from what I hear. They are not required to locate on the waterway as outlined in State law.

  11. Old bannister mall site. Was a TIF for soccer complex. I doubt trails will be TIF as there is no payback revenue. No homes to condemn.

  12. It might be a good project. It depends though. If there are bonds issued they need to be paid back with actual revenues, not like P&L District where the City has to pony up if the revenues are insufficient. As far as TIF and EATS, if the property isn't generating anything now why do we worry if new taxes go to pay off bonds?

  14. Why did Bannister Mall fail? Have the demographics changed for the better for retail? Who will the stores that are proposed attract as customers who can't already find the same thing at already exisitng locations? What local stores would be likely to be damaged by this competition?
    This is another scam by the same folks who make their money on these transaction: land speculators; development attorneys; bond counsel; consultants for the city. And then they all just walk away and leave the neighbors with the mess and the taxpayers with the bills.
    You wouldn't think the KCMO city council could get fooled again, but they think that playing at being developers is really what they've been elected to do. Besides, its' way more fun than actual governing like public safety or well-maintained streets and when these projects don't work out, it's always easy to blame someone else.
    For all those "yes" e-tax voters, this is how this money is REALLY spent.
