A recent City Hall ruckus isn't about wading pools or spraygrounds or Night Hoops and Night Kicks no matter what a Star article suggests readers should believe . . . However, the story does give me a nice place to start . . .
According to a message Friday from the budget office, City Manager Wayne Cauthen transferred $250,000 from the Parks and Recreation Department to the summer youth employment program in his office. The money was taken from the Night Hoops/Night Kicks account and from aquatics.
Now, while The Star wants to classify all of this as mere bickering . . . Here's what well informed City Hall Denizens are saying:

Thalia Cherry is the city's Youth Advocate Manager and like everyone else . . . Her efforts have been thwarted by budget cutbacks and the recession. Nevertheless, she was supposed to raise money on her own for her program and recently she claimed that she had garnered enough funds to keep her program going . . . Or at least her salary.
Well, word around the campfire is that Cherry came up way short. And folks are now speculating that Cauthen came to her rescue courtesy of he $250k worth of Parks Department funds.
Again, I could care less about any program for Kansas City rug rats -- they all seem equally lame . . . However, I think the important part of this story that has been overlooked is that Cauthen (allegedly) isn't answering to anybody nowadays and seems free to do whatever it takes to protect a member of his crew.

ReplyDeleteWayne's cabal are simple to identify. Unqualified, but extremely loyal buttkissers who get what they want as long as they bring pleasure to the king cathen. Watch them as they scurry around positioning for their next promotion or opportunity for funds from another department. Watchig the Council in denial about moral perceptions by staff and not getting it, make me glad I am on the outside looking in.

ReplyDeleteNot that you'll dig into the story unless someone hands it to you complete on a silver platter but the funds moving from one department to another is the bigger story, a huge hurdle to getting projects done in the city and has been going on long before Wayne got here and will continue to go on once he's gone. Too many city hall denizens have the ability to move funds in the city's financial system.

The Parks board should be abolished. That is the problem with this city, lack of central control.

ReplyDeletethe city budget and the entire budget process is strictly a required annoyance for Cauthen to have to endure. he's made it extremely clear to all who aren't blind that he's going to do whatever he wants with the money - including hiring toady Eddy to be his front/yes man, buying tables at political events in violation of policy and taking care of his girlfriends. lord knows these women are hard pressed to find jobs anywhere else with the perks that he can provide. wake up people and get rid of this leech before he sucks the city completely dry.
ReplyDeleteWho can blame Cauthen for doing what he wants? The city council is too busy fighting with the mayor. The mayor too busy playing for the cameras and currying favor for his deep pocketed buddies.
ReplyDeleteMore time was spent on talking about panties and t-shirts in P&L than on the budget. That should indicate what happens when short bus kids thrive in politics.
Cauthen is just taking advantage of the crevices created by the stupidity of city government.
If there was a "none of the above" option on the ballot, I'd use it. The only thing that the KCMO city council and mayor have done is made the city a better place for their well-connected friends.
Meanwhile, I'm stuck footing the bill for crap we don't want, paid for by money we don't have.
