A TKC EXCLUSIVE!!! LOCAL MINORITY CONTRACTORS POINT OUT DISCREPANCIES IN TIF AFFIRMATIVE ACTION POLICY! H&R BLOCK COULD OWE KANSAS CITY MILLIONS!!!



I'll have a lot more on this story soon . . . But here are the details that are already circulating around Kansas City via e-mail. Of course, the local news will pretend to report this story with silly facts and quotes but TKC has the latest breaking gossip for all of his good readers.

  • According to court documents there are BIG TIME DIFFERENCES in the amount that H&R Block initially claimed to have paid minority contractors to meet MBE (Minority Business Enterprise) regs and then the number THEY ACTUALLY PAID.

  • These regs are part of the requirements that all TIF recipients agreed to live up to . . . A number of Kansas City area minority contracting associations claim to have proof the figures don't add up . . . Most notably, The Black Chamber of Commerce, Mid-American Minority Bus. Development Council and the KC Hispanic Association of Contractors Enterprise are voicing their concerns.

  • The money claimed to be paid to MBE's was actually paid to non MBE's or was much less than initially reported.

  • THE TOTAL PENALTIES COULD BE AS HIGH AS $14 MILLION DOLLARS!!!


  • TKC has long complained about the lack of minority hiring for the so-called Downtown Renaissance . . . And now it looks like local minorities in the construction game are starting to speak up. Thing is, now that the City is strapped for cash, the income generated from fines could not only help ensure that minority contractors got the fair deal THEY WERE PROMISED AND WAS PART OF THE TIF AGREEMENT but also help the City's badly hurting budget.

    For the moment, the Kansas City media hasn't latched on to this discussion because they're not only afraid to ruffle feathers but also the fact that minority construction companies were left out in the cold just doesn't seem encouraging. Also, TKC (sadly) knows that the political leadership in this town (especially Mayor Funkhouser) will never go against big business in the name of fulfilling TIF requirements and benefiting Minority contractors.

    Expect a local news follow-up as minority contractors start to make more noise about this subject . . . TKC readers got the story FIRST!!!

    9. Nice post Tony. Some people read the word "minority" and freak out with talk like "nobody owes minority contractors anything. They need to earn it."

      But anyone who really knows anything about the contracting business knows that this is a real story. Minority contractors are constantly being screwed. Be it Hispanic, Black, Women, it doesn't matter...they get screwed daily.

      Plus, To pay contractors significantly less than you are reporting to be paying them is sick.

    17. All of you that are complaining about minorities whining are missing the point completely....just like the man wants you to. Stupid asses don't you realize that what the Hispanic Contractors are asking for is that H&R Block not be given $14 million dollars because they cheated. This is public tax money. Had the mayor and the rest considered this, we may not have to close facilities or lay people off due to the shortfall in the budget. Why they and you are not concerned when the man cheats the system is beyond me. They have been aware of this for a long time and they apparently did not want you to find out. Instead you believe all this garbage about minorities and affirmative action that has been pumped up your lilly white ass by the corrupt establishment and their media cronies. You should be thankful that the hispanic group had the balls to bring this to your attention. They are the heroic underdog in this case. What can you do now that you are enlightened? Call the mayor, the city council, and TIF and demand that they take action and deny H&R Block this money. This is just the tip of the iceberg there are many more projects that need to be investigated. Any of you out there that think there out to be a federal investigation?
