Rebuilding the ghetto/barrio mall in order to attract someone other than broke minorities

Plan calls for demolition, rebuilding of the 100-acre Indian Springs site. And while it may seem like a good idea, I can't help but wonder how the meager long term benefits of yet another Abercrombie or Body Shop will justify all of that TIF money.
