You have to have limits, in this case the City Council is "limiting" themselves to taking MORE contributions in terms of the legal amount of campaign donations. Only in local politics does the term LIMIT mean MORE . . .

Missouri legislators have abolished campaign contribution limits as of Jan. 1, but Kansas City Council members still want limits on giving in council races.
On Thursday, the council voted 8-0, with one abstention, in favor of new campaign contribution limits, which will apply to donations received Jan. 1 or after.
The limits apply to each election. A primary election and the succeeding general election or run-off are considered separate elections.
The new limits for contributions from individuals:
Mayor: $3,000 (currently $1,275)
At-large candidate: $2,500 (currently $1,275)
In-district, $1,500 (currently $325)
The limits will be adjusted upward every two years, based on the consumer price index. The limits do not apply to contributions from the candidates.
