Unfortunately, local Hispanic-owned businesses have to run a gauntlet of rogue gatekeepers whose only function seems to be to keep Hispanics and other "wrong minorities" from getting work they're setting aside for friends and family. The City finally took down the picture of the Department of Human Relations after being embarrassed that none of the approximately 30 employees were Hispanic ... in fact, all belonged to only one minority.
