Kansas City, Missouri, public works director Michael Shaw told KMBC 9 Investigates on Thursday that changes are coming on both fronts.
The total number of complaints about all solid waste issues, Shaw said, is much less than one percent of nearly 17 million waste pickups the city completed last year.
