    This is the new typical behavior of public officials at every level. I think it must be in the APWA handbook (American Public Works Association based in Crown Center) for getting citizens to raise tax revenues. You let something fall apart say a busy Road, a busy Bridge, a Fire Station, a Police Station (aka Public Safety Center for only $77 million), a Court House, a Zoo, an Animal Control Building, a Public Pool, a new Airport, a Stadium or two and then when it gets real bad you say "we need more tax money for only 30 years". I can tell you that Lenexa has probably gotten an award from the APWA for their proficiency in using this model, now KCMO is using it too. I will never again be suckered into voting for a sales tax to support something that should have previously been maintained properly in the city budget and urge KCMO residents to reject this mentality.
