Kansas City's Black Chamber of Commerce said the developer for the new KCI Airport terminal is not keeping its promises to hire minority- and women-owned businesses for the project.Thirty-five percent of the work is supposed to go to those companies."This project is just not making the mark," said Kelvin Perry, of the Black Chamber of Commerce.Perry said he was been concerned about this for some time.
