Missouri River levees meet only minimum standard and most are at risk of not performing how they should . . . Meanwhile, the future looks bleak as flooding season starts anew . . .

So don't build on the flood plains. And don't rebuild there because what used to be a once in 500 years flood is a once in 20 years flood.
