City Hall is making up the rules as they go along in a reckless effort to secure cash for the new KCI Airport.
So far, only a few people have noticed that the deal is based mostly on blank checks and flimsy ordinances that have been redrafted multiple times but still contain key components filled with loopholes or simply passed through the airport committee incomplete.

A quick overview . . .
The Master Bond Ordinance Switcheroo Spells Trouble - Burns & McDonnell was disqualified during the procurement process for not complying with the master bond ordinance. However, in this current scheme Edgemoor's deal ALSO requires changing the master bond Ordinance and bending the rules. The contradiction isn't lost on close watchers of this drama. Moreover, City Hall double talk has set into motion a regulatory nightmare beyond the comprehension of most 12th & Oak denizens.
Emergency Ordinance Open Season - Earlier in the negotiations the "community benefit" agreement was tossed in a betrayal of dozens of local agencies who gave their support and endorsement of the project. This quick turnaround hasn't been unnoticed by more than a few MBE/WBE contractors have also been left out in the cold and realize that the "accelerated" pace of the new KCI basically voids any deal they hoped to garner.
Airline Trust Bust - The small airlines have unfairly penalized by this deal and they REFUSED to sign on to the terms. Moving forward the prices targeting their biz confront scrutiny for ANTI-COMPETITIVE practices that have plagued some of the bigger carriers in their adventures around the nation.
Sadly, finance dudes had nothing but assurances to offer Mayor & Council but the fact is that City Legal is a punching bag for every decent firm in Kansas City and their ability protect KCMO has failed EVERY major test over the past decade.
Meanwhile, as we go along we're seeing a growing number of interests dissatisfied with the biggest construction project in Kansas City's history that has already become a spectacular disaster in the making.

DeleteThis thing was always going to be a disaster, now it's just getting worse.
DeleteThe problem here is simple: KC is building a smaller airport and trying to make everyone happy doing it. That was never going to happen. Now we've got a hodgepodge of special interests and lawyers with their hands out. It's not going to be pretty and we're just looking at more delays as we go forward because KC didn't do ti right the first time.

ReplyDeletething of it is, it never had to be this disorganized. This kind of rushed vote Rush construction poor product is a Hallmark of the James Administration and the Very disorganized way they have approached urban planning. When a leader refuses to accept any compromise or let anyone else have a seat at the table then this kind of disaster is what you get. Sadly he's not going to be mayor and take responsibility for this mess in the future so now we're left with just another development stooge as our likely next leader in KC.
