    You can easily turn any of these new taxpayer subsidized "modern box apartment" buildings popping up all around the area into a new prison(s). Just add fences, razor wire, and metal cell doors.

  5. Had a water leak at the court house how about a gas leak at the jail. Save us all alot of money and the cops can restock it over the next couple of weeks.
