  3. These "condos" are actually in an abandoned hospital building.
    You would think that perhaps expectations of the residents would be a bit lower than buying/renting an actual condominium.
    Not so low as to have inadequate fire protection.
    But they live in a converted building in a city where streets are in disrepair and fire hydrants are inspected so seldom that many are found not to work when they're needed.
    No surprise here.
