"Reducing the prison population tends to increase, not reduce, the proportion blacks make up of that population.
"A recent post seems to suggest that generally reducing the incarcerated population will tend to reduce the black proportion of incarcerated persons. Exactly the opposite is the case. See references 1 to 3 below. One can be confident, however, both that the preparers of the report did not know this and that the Criminal Justice Coordinating Council will not know it either."
