In 1994, the United States Department of Housing and Urban Development (HUD) declared the Housing Authority of Kansas City a "troubled agency" and placed the organization into receivership.

After 20 years the group finally won back its independence in 2014 and has spent more than $175-million rehabilitating its housing stock in order to comply with federal standards.

While many believe the deplorable conditions of KCMO housing inspired the acquisition, the reality is that political gamesmanship and financial mismanagement actually sparked the takeover.

Sadly, it seems that KCMO still hasn't learned its lesson when it comes to housing funds.

Earlier we reported on a sketchy plan to to raise property taxes in order to bolster affordable housing in Kansas City. Moreover, there's a bevy of similar City Hall efforts which seek to siphon money for affordable housing as a ransom paid by developers.

Whilst the council is playing fast and loose with the cash at stake from these initiatives, as usual there's very little oversight or accounting available to the public or federal agencies.

And so, according to TOP ECHELON KANSAS CITY INSIDERS who have seen the writing on the wall . . .

THE SKETCHY POLITICS OF THE 'AFFORDABLE HOUSING' TAX SCHEMES NOT ONLY RISK PUTTING THE EMBATTLED AGENCY BACK INTO RECEIVERSHIP BUT ALSO INVITE GREATER SCRUTINY OVER HOW KCMO IS SPENDING THE CASH!!!

Here's the word . . .

"Already there are questions about what exactly KC is doing with the kickbacks they're demanding from developers in exchange for tax breaks. The accounting that we've seen so far is just press releases. No real data is being offered and the questions will get even more pointed if/when they raise taxes across the city for a slush fund in the making  . . . To a large extent HAKC is getting the blame unfairly, they're actually doing some great work in many respects. But even they'll tell you that they make an easy target and a convenient scapegoat for misdeeds further up the food chain. We're seeing the same situation in KC that we had back in 1994: Almost zero oversight, political influence running rampant and dictating housing decisions while everybody is treating public funding like their own piggy bank. So another takeover isn't as far fetched as it might sound especially as some of these recent deals are exposed."

      Half of what city hall does is beyond "sketchy" and most people wouldn't care to know how that money is being spent. That's why they're targeting landlords, because commandeering private property is the only way to gain any kind of equilibrium.

  3. Jolie Justus couldn't find her butt with both hands, and that's really saying something.
    She has no more expertise in housing policy than she's demonstrated on crime prevention or airport projects.
    Any thought that she can contribute to much of anything is a victory of hope over experience.
    Justus should return to pro bono work at her old law firm.
    And is there anyone else running for mayor that brings much of anything to the game?
    The cupboard is bare.
    It never changes.

  4. KC has housing issues but a takeover is not the answer and it shows that some people don't have the best interests of KC at heart if they are hoping for this or working to make it happen. Very irresponsible that people are begging for more oversight but won't do it in person or let others know about how they are working to stop some of the progress KC is making.

  5. ^^^^ Most of the people in this city with half a brain can see no progress in KC at all. It's time to stop wasting tax payer's money, period. We have the earnings tax, the go-bonds, higher sales tax etc. and all I see is empty store fronts, crumbling streets, the 5th city in the nation with the highest crime rate, water drainage problems, sewer problems, a pointless street car that is continually breaking down, a failed airport that went over twice the budget, etc. All idiots like you want to do is raise taxes even higher on property owners and raise the sales tax just to push your SJW agenda. When are democrats going to admit they cannot run a city?

    It's actually people like you who are setting our city back. KC is making NO progress, as a matter of fact the city is going backwards, taxing people way over what they should be taxed for a city like KC. The infrastructure is horrible and that's putting it mildly. The benefits are going to fake apartment and store fronts that are going to sit and collect rats and dust, all to benefit big business (the developers). Take a look at the folks who support this city in areas like Plaza Dist. Sunset Hills to name a few. You can't even drive down their streets without dodging huge holes in the streets, not to mention the crumbling curbs and sewage backing up into their basements.

    Amazing how some people, Go4KC, can bloviate for a failing city.

  16. How about a right sizing of of the City $1.5 Billion budget???
    How about the elimination or rightsizing of departments and funding targets which do not meet basic performance standards?
    How about the elimination of subcontractors who under perform?
    Put contracts out for bid and take the best performing bid for the city...
