  3. If KCPS can't fund the schools they operate now how will they sponsor charter schools? They need to use the money to up their game on the schools that they are responsible for now. I know the play is to force the more high achieving students back into the KCPS system and get credit for them but I see this as a waste of money. Kind of like Open Spaces. All this will do is reduce the achievement level of the charter school students when they get thrown into the pot of underachieving students. No net gain.
