"Working with data from the Missouri Ethics Commission and the Missouri Department of Labor, Show-Me Institute researchers set out to see if there was any correlation between tax-increment financing (TIF) awards and local political contributions. Using data from 2002 through 2017, we found a positive correlation between campaign giving and anticipated TIF plan values. Furthermore, we found that campaign donations often fell off in the time immediately after a TIF was granted. These findings are worrisome and suggest that access to at least one economic development program may be associated with a willingness to pay-to-play."
