Jackson County Executive appoints two women to lead collection and corrections departments

KANSAS CITY, Mo. – Jackson County Frank White, Jr. is proud to announce that two women have been appointed to serve as directors of two County departments. Diana Turner will assume the permanent role of Director of Corrections and Whitney Miller will serve as Director of Collection.

“Women have long served an integral role in the success of Jackson County,” White said. “Both Diana and Whitney have the leadership, commitment and passion that is needed to move this County forward. I have no doubt they will be influential in that process and I’m excited they have an opportunity to take their careers to the next level.”

Since November 30, Turner has served as the acting corrections director. She was hired as deputy director in September and has devoted her life to a career in public safety that has spanned the municipal, state and federal levels. She most recently served as Director of Residential Services for the Jackson County Family Court. During her tenure, the two juvenile detention facilities for which she was responsible achieved reaccreditation. Both successfully passed an American Correctional Association (ACA) audit in 2018.
“I am grateful for the County Executive and Legislature’s faith in me to lead the Corrections team,” Turner said. “I have, and will continue to be, a strong advocate for the safety and security of staff, inmates and the community. I look forward to continuing to build on the foundations of professionalism, transparency, policy development and practices that are required to create sustainable change in our jail.”

Miller brings her tax law experience to the collection department. For more than six years, she has served as civil legal counsel for the County Counselor’s Office, managing more than 900 property value appeals to the State Tax Commission, providing legal counsel to determine county-wide tax exemptions, reviewing and negotiating county contracts, among other responsibilities. Her expertise also includes employment law.

“The collection department is a core function of the County and over the years, great strides have been made to improve customer service for taxpayers,” Miller said. “It is my priority to keep that at the forefront of our day-to-day operation and ensure associates have the support and tools they need to succeed. I know how hard they work to serve Jackson County citizens and I’m excited to join a team of proven professionals.”
