Secretary of State Kris Kobach renewed a 14-year battle Thursday to repeal a Kansas law granting in-state tuition rates to qualifying college students who aren't U.S. citizens.He testified on behalf of a bill that would end as of July 1 the benefit offered to people who graduated from an accredited Kansas high school or earned a general equivalency degree and began the process of acquiring citizenship.
