Second man charged in fatal weekend shooting along I-70

The Jackson County Prosecutor's Office has announced charges against a second man in this weekend's fatal shooting on I-70. Donovan L. James, 18, has been charged with murder second degree, unlawful use of a weapon, and armed criminal action in connection with the death of 18-year-old Phillip Anderson.
