This morning we take our readers BEHIND THE SCENES to the crux of the Kansas City new airport debate and the dearth of public information regarding the bidding process.

A few weeks back I and many of you attended a South KC Alliance meeting about the airport. One of the big promises made 1st by Scott Wagner then by other council members was that the public would get to see the airport choices PRIOR to voting on whether or not to proceed with a new airport. We are finding out today that the public and possibly members of the council will not be allowed to see the proposals Really? Folks pardon the pun but that just ain't going to fly.

The public has a right to know - you guys work for us.

In addition, Viewing this process from the stands from the first airport roll out in 2013 to the mayor's hastily put together press conference announcing BM wins the new airport, then the walk-back announcing that everyone else can now submit a bid if they want but BM will win cause they get last look; then the next walk back stating this will be an open and transparent process. Then we find out at today's Carnival side show that only select individuals will see the proposals.

This is amateur hour. You guys have no business being in development. I keep hearing from city hall that you guys can walk and chew gum at the same time. I hate to bust your bubbles but no you can't.

Mr. Murphy,

As you have mentioned my answer in South Kansas City directly I would also remind you that in the course of my answer I also said that typically the proposals of other proposers are typically not released until a contract is done. As was related by law staff this morning, the RFQ/P indicates that release of proposal information will be done when an MOU is signed.

I am still confident that a recommendation will come well before a November vote and you, along with the rest of Kansas City, will be able judge whether or not the product of this process is worth supporting. At the end of the day, it is this product that voters will be voting on.

In the meantime, my consideration on the depth of information that should be released publicly will be commensurate with the exposure of risk to the City. Past foibles that you point out in this process are not good reasons to perpetuate what you have suggested is bad process. I believe premature release of information opens up risk of litigation by the unawarded parties, whoever they may be. I will not expose the City to potential litigation by going down that road no matter if suggested by you, the media, or another Councilperson. It is for that reason I answered as I did, with the caveats that I made.

  1. It's certainly true that KCMO government consists of amateurs who shouldn't be in development, but why else would they run for office?
    Playing make-believe amateur developer is pretty much all that they do.
    There's certainly no focus on utilities, streets, appropriate financing, or even public safety.
    And as far as walking and chewing gum simultaneously, they don't even buy gum.
    The airport "project" has been a fiasco from the start and the worse it gets, the more promises made to the public and probably to Burns and Mac, and the more missteps along the way, the more secret the whole thing is likely to become.
    A tangle of incompetence, backslapping, paybacks, and hubris.
    In other words, typical KCMO city government.
    And the 85% of metro residents who DON'T live in KCMO just watch it all, laugh, and again congratulate themselves for choosing to live where they do.

    Watch and after a year or so into the building of the airport they will say there are unexpected cost overruns that the city has to pony up money to help pay for. Its just a half-cent sales tax guys now come on.

    We want to be a 21st century city now don't we?

  3. I remember the first election I actually paid attention involved the new football stadium. Being young I was in love with the idea of the rolling roof. I couldn't vote for it, as I was too young, but couldn't wait and hoped it passed. It did. And then the roof went away due to "being too expensive." That was my introduction to Kansas City politics..and, I must say, nothing has changed.

    John Murphy has the truth on his side.
    Murphy is an advocate for municipal government transparency.
    Murphy expects public representatives to be consistent, open, and honest.

    Scott Wagner does not write well.
    Wagner is an apologist for municipal government operating opaquely.
    Wagner will never be elected Mayor with that attitude.
