Fox4: Friends of man shot and killed by KCPD join push for officer body cameras

Maybe the best round-up of the case we've seen so far in a single paragraph:

"In 2013 cell phone video shows Ryan Stokes and friends arguing with another group at Power and Light over a missing cell phone until pepper spray went off. Several people, including Stokes, ran from the scene. Police caught up with Stokes in a parking lot near 13th and McGee. According to the certificate of commendation awarded to the police officer who shot him, when Stokes refused to drop a weapon, the officer had no choice but to shoot and kill him. But according to the lawsuit filed by the family, Stokes was unarmed."

Aftermath:

"Stokes' friends and family have been at every Police Board of Commissioners meeting this year pushing for policy changes . . . So Stokes family and friends will continue to push for changes including equipping all officers with body cameras."

Right now at least 200 KCPD officers have tested body cams . . . But a department-wide policy has yet to be devised amid privacy and legal concerns.

  4. These folks really need to be careful what they wish for.
    If the police all wear body cameras, the public will get to see what kind of behavior they constantly have to put up with and how so many "citizens" put themselves into bad situations by acting out in self-destructive ways.
    Michael Brown comes to mind.
    Then we'll have demands, marches, and protests accusing the PD of releasing videos unfairly and that somehow what is clearly shown has been edited.
    But a whole new reason to blame something or someone else and continue to ignore a lack of respect for themselves and others, civil behavior, getting a free education, working hard, and even a little bit of personal responsibility.

  5. Body cams will come soon enough and should. That being said the officer who shot Stokes was working an off duty uniformed employment job working security for the parking lots at 13th and Grand. The department will likely purchase cams for all on-duty officers (patrol, traffic, tactical, etc) but if an officer or detective is working an off duty employment job, its more likely that they will not have a camera unless personally assigned one from the department. Since off duty employment is contracted by the location or company being worked for, the department is not directly responsible for providing equipment and even insurance coverage for the officer while working that job. Officers are working in the capacity of a peace officer but for that company as a security representative and the company would be responsible for providing video storage which opens another issue and debate. That being said, body cam footage from off duty jobs would double the video storage costs due to the number of officers and jobs being worked around the city at any given time.

  7. 10:02, unfortunately the police are not very accurate with their weapons. Their chance of hitting a running individual are slim. Their chance of hitting a bystander are high.

  9. and were Advocating that anyone who's under 30 and BLACK and has dreadlocks Also be made to wear Body Cameras to record their actions and crimes as well !!!

    Failure to wear it would result in an automatic 10 year sentence !!!
