Neighbors, city frustrated with neglectful property owner

KANSAS CITY, Mo. - Ask Kansas City homeowner Cheryl Leverette how frustrated she is. "On a scale of one to 10, a 25," she said. For the last 15 years, she's reported her next door neighbor's property to the city. He's been cited multiple times for overgrown trees, trash, overhanging branches and holes in the home's roof.

  3. First off it isn't "Neighbors". It is one neighbor complaining. Second, this is a typical KSHB story where they act like an attack dog, but didn't event discuss the complaints, the number of convictions or what the property owners side of things are. I can tell you that I live in an area where people are allowed to make annonymous complaints and even if the complains are bogus or unfounded the complaint goes on the property owners public record.

    I have personally been a victim of a lady I parted ways over becasue she was arrested for shoplifting. She has told me she was making yard complaints against me and had every intention of getting even. You can not get the complaints expunged or removed from your record even if the city bureaucrats make the complaint invalid or unfounded.

    Certainly folks should make a normal effort to maintain their property, but in a case where it is one person complaining over and over it is time to be taking a look at the person complaining or demonstrate how it is that no other person in the area has managed to complain in over 15 years.

    This story does not pass the smell test.

  4. The City has in place the means by which to seize the property under their junk/abandonment ordinances. I would assume no one lives there making the process even easier. Public notification for a required amount of time, City can take it, list for sale or doze it then do the same.

  5. 10:06, How do you know if it's only one filer? Perhaps the views from her decent looking abode look onto the worst of Sanford & Slum's shithole. I bet her pesticide applications are on schedule, and cameras have night vision. Time for her "wheels" to get even "squeakier".

  6. Slumlords rarely live in the city where they own these homes. They also know the drill when it comes to the City inspectors. You can have trash, vermin, and a building that attracts druggies and other bad folks. Nothing will happen and the slumlords know it. I feel sorry for this lady who is trying to maintain her property. Mayor James should leave a real legacy by cleaning these places up.

  7. There are situations like this all over the city...and have been forever. Some city somewhere has figured out a viable solution to solving it, it just takes a little initiative from the codes department to actually figure out a viable solution and take it to the council. Unfortunately, for the past 20 years, no one in that division has taken any initiative to solve it.

  9. A quick check finds that the owner died in 2011 at age 76. These are difficult cases to prosecute because the owner is deceased it involves heirs. There is no probate on record to show any possible heirs to the property. The taxes are being payed but it shows her paying them. Someone is being very smart about hiding who is paying them and Jackson co. Doesn't care who pays them or put down the persons name who payed them.

  11. John Woods is in charge of the codes department and he has failed miserably as a leader of that dept. there is a serious lack of leadership at all levels of this dept. time to put in new leaders who will try to do something instead of sucking up the hard working citizens taxes

  14. Love how the codes guy says he really can't do anything about it, that it's really up to the owner to do the right thing. Have the city do a cleanup and put a lien on the property. Let the "heirs" deal with that when they finally do show up to deal with their inheritance. They will probably want to turn into a rental and play "landlord" like so many do.
