What's worse is that after all the cash invested, high crime and horrible schools won't earn back the money that has essentially been handed over to local government for a taxpayer subsidized beautification project that started for only a buck but requires THOUSANDS MORE worth of investment.

How can the city loose. You buy a dollar house and either end up as crime bait or you have to pay to dispose of the property. What a deal.
