Now, most library discussion is polite and boring but maybe there might be a few sparks in this discussion given a "hard freeze" on hiring at City Hall and so many other strange expenditures (i.e. toy train) in the era of American austerity.

Who knows? Maybe somebody might even ask about the missing $15k????

Either way, this looks like an important talk regarding taxpayer cash in Kansas City as we approach the era of Chinese hegemony.

WHAT IS KANSAS CITY'S LONG-RANGE FINANCIAL PLAN?



City finances. Local control of the police. An expansion of KCI.

These are among the issues explored in the Citizens Project, a year-long series of forums co-sponsored by the Citizens Association of Kansas City and the Kansas City Public Library.

The series kicks off with What is Kansas City's Long Range Financial Plan? on Thursday, January 17, 2013, at 6:30 p.m. at the Central Library, 14 W. 10th. City officials and other experts will comprise a panel moderated by The Kansas City Star's Steve Kraske, host of KCUR's "Up to Date."

Panelists include Troy Schulte, city manager of Kansas City; Jan Marcason, councilwoman and chair of the City Council Finance Committee; James Gegg, C.P.A. and former managing partner of PricewaterhouseCoopers in Kansas City, and Walter Ho, associate professor in the Public Administration Graduate Program at the University of Kansas.

Does Kansas City tend to cobble together a budget with short-term fixes and service cuts? Or does it look ahead and plan for anticipated revenue shortages and the need for better basic city services? Or perhaps something in between?

It's your money. Find out how your tax dollars are spent. Members of the public are invited to bring their own questions and comments about the city budget or email them in advance to citizensproject@kclibrary.org.

Additional forums are planned for each quarter of 2013. Among topics to be discussed are re-establishing local control of the Kansas City Police Department (April 4), the possible expansion of Kansas City International Airport (July 11), and the economic development "border war" between Missouri and Kansas (October 17).

Organized in 1934 to oppose the excesses of Tom Pendergast's political machine, the Citizens Association is the oldest non-partisan political organization in Kansas City. With a membership reflecting a diverse socioeconomic, political, religious, and racial background, the association is committed to promoting good government and wide participation in local politics.

  5. As far as the credentials of the panel go, is the CPA a contractor for the city? If so, we can expect the company line. I would guess the KU member is objective. Troy will be defensive and Jan's expertise spans her term of office and nothing more so please, don't waste our time.

    I think Troy, if left alone, could come up with a decent budget and plan for the city. His staff is bloated and some should be fired before they embarrass him.

  7. I think it's a worthwhile effort. However, CA has no credibility in my eyes. These are the same people who made a stink about the Polsinelli building at the Plaza and caused the city to have to give them tax breaks to go to the old west edge site. They stand for very pricey principles that only the elite cares about.

  13. KCMO long range planning - Raise sales tax, underfund pensions, install more red light cameras, issue bonds for short term items and finally in about 20 years threaten bankruptcy if the state doesn't bail them out.
