Kansas City Needs To Know About Ordinance #121078!!!

Ordinance language:

"Authorizing the City Manager’s Office to execute a contract with the Mid-America Regional Council to fund for additional planning and coordination services for the Green Impact Zone in an amount not to exceed $550,000.00; adjusting appropriations in the Motor Fuel Tax Fund, General Fund and Capital Improvements Sales Tax Fund."

Our first tip on the matter . . .

"It launders money from the capital improvement projects to the motor fuel fund then to the green impact zone. Then the money will be spent to keep them working, yet there is a freeze on employees in both the capital program and motor fuel fund. Motor fuel fund is the gas tax money the city gets from the state to fix roads, not pay salaries of the green impact zone. Capital improvements money is for fixing streets . . ."

Now, our first TIPSTER lays blame at the City Manager . . . And to be sure it's clear that he's not calling the shots on this one despite the fact that TECHNICALLY he has the power to stop it.

Money washing, Kansas City style via ordinance 121078.

First, you have Jermaine Reed wanting to spend his capital improvement sales tax money on the Green Impact Zone. So he gets Dick Davis and others to co-sponsor an ordinance and waits until the chair of Transportation is out of town when Dick will be running the show.

Look at Section 1.

Section 1. That $275,000.00 is reduced from the following account of the Capital Improvements Fund:

13-3090-898300-B-89009996 CD3 Contingency $275,000.00

What that means is that Jermaine takes $275k of his neighborhood improvements account and puts it into the sales tax kitty.

Then he needs this.

Section 2. That the sum of $550,000.00 is appropriated from the Unappropriated Fund Balance of the Capital Improvements Fund to the following account:

13-3090-897701-B-89STPRES Street Preservation $550,000.00

What Jermaine does here is double his money by taking $550k out of the sales tax kitty and put it into street resurfacing

He then has increased street resurfacing $550k so he has to reduce $550k out of it. He does this by moving the gas tax money in street preservation and moves it into the gas tax kitty.

Section 3. That $550,000.00 is reduced from the following account of the Motor Fuel Tax Fund:

13-2060-897701-B-89STPRES Street Preservation $550,000.00

He then moves the $550k in the gas tax kitty and into the general fund kitty.

Section 4. That the sum of $550,000.00 is appropriated from the Unappropriated Fund Balance of the Motor Fuel Tax Fund to the following account:

13-2060-129998-X-901000 Transfer to General Fund $550,000.00

Now he has an extra $550k in the general fund kitty.

Section 5. That the revenue in the following account of the General Fund is estimated in the following additional amount:

13-1000-120000-502060 Transfer from Motor Fuel Tax

Fund $550,000.00

To finishing washing his $275k of neighborhood improvement sales tax money (which magically doubled into $550k), he has the general fund kitty reduced by $550k and put into the Green Impact Zone project.

Section 6. That the sum of $550,000.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account:

13-1000-101450-B Green Impact Zone $550,000.00

If Jermaine could use his Capital funds to pay for the Green Impact Zone, why didn't he do it, instead of putting all of this now-doubled money into the wash cycle??

The folks in the 3rd district who want to recall Jermaine ought to celebrate his ability to double his money and continue to fund the Green Impact Zone.

They ought to celebrate his relationships and ability to get Dick Davis to agree to push this through while the Transportation and Infrastructure chairman of his committee isn't in town.
