Kansas City insiders have spoken of morale problems within the Kansas City Police Department for quite some time and a document recently obtained by TKC TIPSTERS confirms the long standing situation. "On May 21, 2012, Chief Forte tasked all Sergeants, Supervisors, Managers, and Commanders to articulate in writing their plan and/or contribution to improving morale and communication within the Department, and how they are, or will, contribute to the Department's Vision."
Here's an important bit of insight from just one of the many people who helped bright this document to light . . . "The chief blames everyone for the morale problems but himself. Leadership is from the top down, a concept he is not familiar with. He is merely a puppet for Pat McInerney (still controlling things from behind the scenes), Sly and Yael. Also, what about Yael's insane racial comments in Midwest Voices regarding the shooting series by Vendel?"

Thanks to the work of the most KICK-ASS TKC TIPSTERS read the CONTROVERSIAL KCPD MORALE MEMO that has created quite a stir within the Police Department.
Here are some of the highlights and main points of the memo which offer INCREDIBLE insight . . .
The department keeps thrusting more and more task on us and does not seem to care about reality.
"We should not be taking people out of the field and off investigative cases to staff functions that are deemed by many as not needed."
Racial Disparity or the appearance of it.
"As a department we need to decide that we are above favoritism based on friendship, race, gender, etc. We should assign personnel based on their work performance and not who they know nor what race or gender they are."
Lack of Equipment. (TKC NOTE: This topic deals with Mobile Data Computers in KCPD Cars.)
"If the car is so old that a new MDC will not be placed in it then replace the car or the MDC mount. It is very frustrating when we ask officers to do their job but don’t give them the proper tools to do it."
Doubling the work load on officers due to technology.
"Any future systems bought should be tested and vetted by the people who are actually going to be using them in a patrol car. Ease of use and compatibility should be a top priority and not cost."
Pay and Benefits "Not a top issue"
"The BOPC needs to be seen as looking out for the department and its members and not special segments of city hall. If and when more money is available for raises the department needs to focus on fixing pay of the civilians, officers, and sergeants first, before the command staff."
No Synergy- Everyone going in different directions.
"There is a lack of uniformity between the divisions with regards to policies and procedures, and the enforcement of them. Each division has been allowed to become their own little fiefdom and does not seem accountable to anyone."
No explanation why we are doing what we are being told to do
"We tell officers that they can avoid a lot of complaints involving citizens simply by treating them with respect and explaining why we are doing what we are doing. The same thing applies here. We can avoid a lot of issues simply by explaining why and the purpose."
Taking away perks and benefits
"It is felt that the command staff keeps taking away things (working out on duty, etc) yet is giving nothing back in return."
Communication and not answering questions
"Don’t dance around the answer. It makes it look like there is something to hide. If the question is asked of how many people are resigning compared to past years just say how many people resigned each year and what our staffing levels are this year compared to last. If it is asked if the 10-4 plan is going away just give an honest answer."
Command staff seems totally unaware what officers have to do now days in order to accomplish their jobs.
"The command staff needs to realize how much has changed since they worked the field as a patrol officer."
No hope that anything will ever improve and lack of communication from the top.
"It was expressed that during the tenures of the previous two Chiefs of Police the morale continued to decline steadily. When the current Chief took office everyone was very hopeful that changes were going to be made and they trusted him to make those changes. Due to lack of communication on his and the command staff’s part, trust has been lost and with it hope and optimism has been crushed."
The Office of Community Complaints is broken and has been for a long time.
"O.C.C. is not objective and does anything possible to sustain a complaint. Even when the complainer is proved to be lying in their complaint and statement, their word is taken over the department member’s word."
Discipline process.
"Everyone agrees that there is a need for discipline. However, it is not seen as fair due to members not being given enough time to complete responses, not being able to see all the evidence against them, some supervisors and commanders seeming gleeful when someone gets in trouble, and the top level command staff seems to always give more discipline than what the supervisors and captains recommend and don’t feel the need to justify it."
Failure to fix problems in a quick manner.
"Nothing gets done and when someone tries there is too much bureaucracy involved in fixing even the most minor things. This discourages anyone to take action. This morale issue is one of the main causes for the worsening morale on the department."
Commanders and Managers not being held accountable for violating policy or for performance failures:
"There were several examples given for this that involved specific personnel. I did not feel it appropriate to list the members or incidents. Regardless of whether or not preferential treatment was actually given to someone because of their rank, it is the appearance that it was that is very detrimental to morale."

Finally, I think this statement that concludes the CONTROVERSIAL MEMO is rather accurate . . .
"The KCPD is teetering on a precipice. If we continue to not act then it will be years before it recovers. As it is several experienced officers have left due to this problem. Our goal should be to leave this organization better than what it was before we came here, not just for a select few or our friends, but for all employees. If we cannot solve our own internal problems we will never be able to adequately address any of the community’s problems we are sworn to serve and protect."

One of the real failures is the E-Ticketing system.

In addition to e-ticketing, don't forget to mention REJIS. Probably one of the top fails in the last few years.

If you want the job, apply. You say thousands waiting to take it. The issue is most can' t qualify for the job. Nothing be talked about here affects the taxpayers, it is internal. Also the last time I checked all KC MO employees are taxpayers as well.
ReplyDeleteThe e ticket machine should be scrapped publicly with a ceremony. They should do exactly what they did with the slapper years ago: Dig a gigantic hole at the academy, throw those POS'S inside and bury them for the public to see. Put a tombstone on it which reads "Biggest Mistake Ever," then list the names of those responsible for such a huge waste of taxpayer money. All those responsible can also receive their pink slips at the ceremony. It would be a great first step to fix the morale problem.
ReplyDeleteFor those of you not familiar with how the e-ticketing machines work, it takes about 15 minutes minimum to log in, and about thirty minutes to write a ticket. If you are pulled over and are wondering what is taking so long, its that the e-ticketing machine doesn't get signal or its taking forever to create the ticket. In two cases, I have asked to ask the driver to drive two blocks down the street just so I could get signal on the e-ticketing machine. On numerous occasions, it has taken 30+ min to write a single ticket, as opposes to 1-2 minutes that it took with the old paper tickets. This project was not researched with field officers before it was implemented and it shows
ReplyDeleteHow about the new "Diversity Captain" in the chiefs office. The position was created for a black commander so that he can monitor what units or areas of the department don't have enough blacks in it. If that is found then a black officer or detective is moved into that unit before other officers who are on an eligibility list and have trained for that position for some time.

Seems to me, an outsider that once that case gets going then there will be quite a few retirements before the truth comes out about how certain black commanders have protected and sheltered black officers while openly discriminating against others

Delete1136: If you can find me 1,000 people in KC who want to do the job of an inner city police officer and can pass a drug screening, physical fitness test, written test, polygraph, intense background investigation, psychological evaluation, physical examination, 7 months of academy training, 10 weeks of Field Training, and still be there like the rest of us then I will gladly give up my job as an officer so you can have it. That being said, I will not be taking your job as a stocker at Burlington Coat Factory or the fry guy at McDonalds.

When I was young, and dirt was new, my black friends said they would rather be pulled over by a white cop than a black cop. The white cop was easier to con, the black cop knew the score and didn't allow any BS.

With a black chief, black Mayor, etc., the deck is obviously stacked in their favor. Oh sure, deny, deny, deny but blacks are no better than anyone else, especially when it comes to be crooked.

In my native Kentucky whenever the miners went on strike they defiantly told the mine owners: "Don't even think about calling in the National Guard--you cannot dig coal with bayonets." NO, you can't; and you can't fight crime with a totally demoralized police force. And no amount of new initiatives and money will correct KCMO crime problem until morale in the KCPD is restored. I want to say that as a citizen I was concerned by this memo until I read two things, the part about the Office of Citzen Complaints being broken and the police officer who commented that he actually made a driver drive two blocks down the street so he could get a signal for his e-ticket machine.
ReplyDeleteFirst, as a citizen that had to report a few officers for misconduct, I can assure you that the OCC takes the side of the police more than the citizen. As a citizen trying to prove m y complaint, I had no access to dashcam video or activity logs and when I pushed for them, I was told the equipment malfunctioned and there was no video. Imagine that!
Second, if the machine doesn't work than don't write tickets. Why would you make a guy drive two blocks down the street to get a ticket? You are a complete ass and an example of why most KCPD are out of touch with reality.
Whoever wrote this memo lied about the OCC so in my opinion all the other stuff that was said is a lie as well!

I think you guys are missing the point. The reasons for the disgruntled employees are numerous and different for different people. Much like the violent crime problem in our city, there is a deeper cause that must be up-rooted in order to fix the problem. You can blame this and you can blame that but that does not get us any closer to a solution. The problem is morale and the Chief obviously realizes there is a problem or the memo or whatever from the Chief to his commanders would not have been written. If your that adamant that these thing are going on exactly as you say then I guess you outlet should be to get with the officer with the lawsuit and help him get this information out in a court of law. I'm not saying that things don't go on around the PD, I'm just saying if you don't have the proof you probably shouldn't be saying anything about it.
